Electronic Government concept is one of the system information application. The growth of the information technology system had been used by government in their activities and communication. Therefore it will lead to the more professional, effective, transparent and accountable government system. One of the e-Government applications is the implementation of the on-line KTP system. The objective of this research is to know how ability does Coblong sub district in applying on-line KTP during May-July 2007 base on SWOT (Strengths, Weaknesses, Opportunities, and Threats) analysis approach. The method used in this research is descriptive analysis method. Data was gathered by conducting literature study, interview and observation. The information resources were government officer and society of Coblong sub district, which were determined by purposive technique. The implementation of on-line KTP in Coblong sub district can not be apart from existence of the Coblong ability, resources both internal and external. The internal ability factors of Coblong Sub district include organization, officer human resources, financial and infrastructure. Technology, economic, and social community are the external ability factors in Coblong sub distric. Coblong ability to apply on-line KTP include organization (structure and organization goal Coblong sub distric) and officer human resources (ability officer human and leadership Coblong sub distric). Ability external factors include technology (the growth technology) and social side (age of the Coblong society and migration society at the Coblong). The existence of the ability factors in Coblong sub district to apply on-line KTP at this time is still need to be increased, so the weakness or threats that are appeared can be minimized also the existence opportunity can be utilized maximally. The implementation of on-line KTP in Coblong sub distric can be increase by socialization of duty and function of the government section,in terms of minimizing and covering the weaknesses. Rule and providing special financial resources also enhancing infrastructure in terms of utilizing technology development, cooperation with TELKOM and other provider are needed for minimizing and covering opportunity or threats some activities can be held such as increasing public ability in using computer, by computer training providing facilities for applying on-line KTP, both in Coblong sub district it self or in sub ordinate also socializing internet education to community.
