Kabupaten Bandung merupakan daerah yang memiliki banyak potensi aset terutama aset pariwisatanya. Aset tersebut termasuk ke dalam BMD (Barang Milik Daerah) yang sumber dananya berasal dari APBD. Seluruh aset tersebut harus dikelola dengan baik secara terintegrasi agar terciptanya tertib administrasi pengelolaan barang daerah. Oleh karena itu dibutuhkan suatu sistem inventarisasi yang terintegrasi dalam pelaksanaan pengelolaan aset daerah. Aplikasi sistem yang update menjadi suatu kebutuhan SKPD (Satuan Kerja Perangkat Daerah) dalam mengawasi kondisi seluruh aset Pemda. Pemda Kabupaten memiliki aset yang melimpah dan bernilai besar, serta memiliki berbagai potensi yang harus dikembangkan. Potensi-potensi tersebut tentu dapat membantu pemerintah dalam memanfaatkan aset dan meningkatkan PAD (Pendapatan Asli Daerah) serta meningkatkan perekonomian masyarakat setempat. Untuk itu perlunya suatu sistem inventarisasi yang terintegrasi dengan baik agar dapat memabtu pengelolaan aset. Sistem Inventarisasi tersebut disajikan dalam suatu aplikasi sistem yang dikemas dalam sistem berbasis web agar seluruh SKPD terkait pengelolaan aset dapat mendapatkan informasi. Informasi terebut tentu berkaitan dengan kondisi aset saat ini yang dapat membantu SKPD dalam pengambilan keputusan yang tepat dalam pengelolaan aset. Sebelumnya sudah ada aplikasi sistem informasi bernama SIMDA (Sistem Informasi Manajemen Daerah), namun aplikasi tersebut belum efektif dalam kegiatan inventarisasi. Dalam sistem inventarisasi masih terdapat kekurangan dari berbagai aspek. Yaitu aspek fisik, aspek legal, proses kerja inventarisasi, dan sistem informasi pendukung. Khusus pada sistem informasi pendukung yaitu SIMDA belum efektif penggunaannya karena SKPD masih kesulitan dalam memperoleh informasi dan data yang tepat dan cepat terkait pengelolaan aset, khususnya dari prosedur invetarisasi, pengawasan kondisi aset, dan laporan keuangan. Oleh Karena itu penulis membuat suatu proyek perancangan optimasi sistem dengan mengamil judul "Analisis Efektivitas SIMDA dan Perancangan Optimasi Sistem Informasi Inventarisasi Aset Berbasis Web". Regency Bandung is an area that has many potential assets, especially tourism assets. These assets are included into the BMD (Barang Milik Daerah or Regional Property), in which the source of the funds come from the budget. All assets must be properly managed in an integrated way in order to create orderly administration of the management of local goods. Therefore, a system that integrates inventory in the area of asset management implementation is needed. Updated system application becomes the need for SKPD (regional work units) in monitoring the condition of all government assets. District Government has abundant assets and great value and also possesses a variety of potential to be developed. These potentials can certainly help the government in the use of assets properly and to increase local revenue (local revenue) as well as to improve the economy of local communities.
Inventarisation system is presented in an application system that is packaged in a web-based system for all asset management related SKPD can get the information. Information relating to the condition of the stretcher of the current assets that can help SKPD in decision making in asset management. Previously existing information system applications called SIMDA (Regional Management Information System), but the application is not effective for the inventory. In the system there is still a shortage of inventory from various aspects. Namely the physical aspects, legal aspects, the work process inventory, and supporting information systems. Specialized in information systems that support its use because it has not been effective SIMDA SKPD still difficulties in obtaining appropriate information and data related to asset management and fast, especially from invetarisation procedures, monitoring the condition of assets, and financial statements. Hence the authors made a design project with a system optimization actually take the title "Effectiveness Analysis of SIMDA and Design Optimization Information Inventarisation Asset System Web-Based of Bandung Regency Government".
