Orientasi terhadap pengguna, E-Service dan IT merupakan faktor kesuksesan dari sebuah e-government. Pengalaman pengguna terhadap situs dan kode situs dapat dievaluasi untuk mengetahui bagaimana orientasi situs terhadap pengguna dan kualitas IT dari situs. Evaluasi terhadap user experience dan user interface serta standar kode merupakan juga faktor kualitas yang tidak dapat dilepaskan dari pengguna sistem. Metode heuristic evaluation dan cognitive walkthrough merupakan dua metode yang paling banyak digunakan untuk evaluasi antarmuka. Penelitian ini menggabungkan kedua metode tersebut untuk mendapatkan hasil evaluasi yang lebih jelas dan detail. Standar pengkodean situs juga merupakan bagian dari sistem yang dievaluasi. Evaluasi bertujuan untuk memperbaiki tingkat kepuasan pengguna terhadap sistem.

Orientation to the user, E-Service and IT is a factor of success of an e-government. The user experience of the site and the site's code can be evaluated to determine how the orientations of the users and the IT quality of the site. The evaluation of the user experience and user interface as well as the standard code is also a quality factor that can not be removed from the system. Methods of heuristic evaluation and cognitive walkthrough are the two most widely used method for evaluation of the interface. The research combines both methods to get the results of the evaluation are more clear and detail. Website coding standards are also part of the system is evaluated. Evaluation aims to improve the level of satisfaction of users of the system.
