As one way of solving traffic jams main roads are usually resolved with the construction of by-pass roads, the construction of by-pass roads need attention to outside influences, such as traffic conditions, road, regional situation and development plan of the area, so the road by pass can be fully utilized by the local community, especially the users of the road. Lingkar BaratÂ’s road constitute alternative's band as band of transition while main band to be become jam. Therefore needs to do review to some factor as feasibility of road, for example: 1. Knowing the level of performance street 2. Knowing the vertical and horizontal alignment of planning the road. 3. Knowing the planning of road pavement thickness. 4. Knowing the drainage performance 5. Knowing the road facilities and infrastructure The results showed that the Jalan Lingkar Barat as an alternative route capable of being able to accept the runoff volume of vehicles on the main road of Jalan Yos Sudarso. But still require redesign of the planning alignment in Jalan Lingkar Barat Kota Madiun. As for Jalan Lingkar Barat construction using pavement thickness, coating Laston 7.5 cm; Crushed stone, 20 cm; Stone Sirtu 20 cm. As well as the improvement of existing facilities and infrastructure.

Sebagai salah satu cara pemecahan kemacetan lalu lintas jalan utama biasanya diatasi dengan pembangunan jalan by pass, pada pembangunan jalan by pass perlu diperhatikan pengaruh dari luar, misalnya kondisi lalu lintas, ruas jalan, situasi daerah, dan rencana pengembangan daerah tersebut, sehingga jalan by pass tersebut dapat dimanfaatkan secara maksimal oleh masyarakat sekitar terutama para pengguna jalan. Jalan Lingkar Barat merupakan jalur alternative sebagai jalur peralihan ketika jalur utama terjadi kemacetan. Oleh karena itu perlu melakukan tinjauan ulang terhadap beberapa factor sebagai kelayakan jalan, antara lain : 1. Mengetahui tingkat kinerja jalan 2. Mengetahui perencanaan alignment vertikal dan horisontal jalan. 3. Mengetahui perencanaan tebal perkerasan jalan. 4. Mengetahui kinerja drainase.. 5. Mengetahui sarana dan prasarana jalan Hasil penilitian menunjukan bahwa Jalan Lingkar Barat mampu sebagai jalur alternatif karena mampu menerima limpasan volume kendaraan yang dari jalur utama Jalan Yos Sudarso. Tetapi masih membutuhkan perencanaan ulang dari perencanaan alinyemen di jalan Lingkar Barat Kota Madiun. Sedangkan untuk konstruksi jalan Lingkar Barat menggunakan tebal perkerasan, lapisan Laston 7,5 cm ; Batu pecah 20 cm ; Batu Sirtu 20 cm. Serta perbaikan sarana dan prasarana yang ada.
