Implementasi tata kelola Teknologi Informasi (IT Governance) di STIKOM Poltek Cirebon sudah sangat dibutuhkan agar pengembangan investasi dan penerapan teknologi informasi yang dimilikinya menjadi maksimal nilainya. Kebutuhan akan layanan akademik yang berkualitas pada STIKOM Poltek Cirebon, penerapan sumber daya teknologi informasi serta pemanfaatan sumber daya manusia merupakan mutlak diperlukan, namun demikian dibutuhkan suatu pengelolaan serta evaluasi terhadap sumber daya layanan akademik agar selaras dengan tujuan proses rencana strategi STIKOM Poltek Cirebon. Studi terhadap sumber daya layanan akademik yang menggunakan teknologi informasi pada STIKOM Poltek Cirebon bertujuan untuk mengetahui tingkat kapabilitas penerapan sumber daya layanan teknologi informasi dengan layanan akademik. Evaluasi penelitian ini menggunakan kerangka kerja COBIT® (Control Objective for Information and Related Technology) 5 Process Assessment Model (PAM), melalui proses pemetaan berdasarkan objek tata kelola kemudian diturunkan kepada tujuan dan relasi teknologi informasi serta dilanjutkan dengan pemilihan domain sesuai dengan topik penelitian, adapun domain yang dikaji antara lain EDM04 (ensure resource optimisation), APO07 (manage human resources), dan BAI08 (manage knowledge). Penelitian ini diawali dengan pengumpulan data guna mendapatkan proses sumber daya yang dianalisa tingkat kapabilitasnya menggunakan framework COBIT® 5 PAM. Dari hasil penelitian ini, diketahui bahwa rata-rata tingkat kapabilitas proses berada di level 2. Adapun rekomendasi yang diberikan untuk usulan tata kelola sumber daya layanan akademik yang dihasilkan adalah dengan menyediakan guiding principle for enterprise architecture; panduan untuk prinsip dasar pengembangan enterprise arsitektur planning, serta proses definition and process deployment berupa SOP (Standar Operasional Prosedur) yang menjadi syarat untuk penilaian level 3 dengan mengacu pada ketentuan COBIT® 5 PAM.

The implementation of Information Technology governance at STIKOM Poltek Cirebon has extremely been needed in maximizing the value of the investment development and the implementation of information technology. The need of high quality academic services, the implementation of the source of information technology, and the usage of human resources at STIKOM Poltek Cirebon are absolutely needed, nevertheless; require management and evaluation toward academic service resources are in accordance with the goal of the strategic plan process of STIKOM Poltek Cirebon. A research of academic service resources using information technology at STIKOM Poltek Cirebon is aimed to know the capability level of the implementation of information technology services and academic services. The evaluation of this research uses a framework of COBIT (Control Objectives for Information and Related Technology) 5 Process Assessment Model (PAM) through mapping process which is based on the governance object is broken down to the goal and relation of information technology, and is continued with the selection of the domain according to the research topics. Here are the following domain which are observed; EDM04 (Ensure Resource Optimization), APO07 (Manage Human Resources), and BAI08 (Manage Knowledge). This research is initially begun with data collection in order to obtain resource process which capability level is analyzed using a framework of COBIT 5 PAM. From the result of this research, it is known that the average of capability level process is in level 2. Moreover, the recommendation which is given to propose the result of the academic service resources is providing a guiding principle for enterprise architecture; a guide to the basic principle of the development of architecture planning enterprise and definition and process deployment process in terms of SOP (Standard Operating Procedure) are a requirement of the assessment of level 3 related to the provision of COBIT 5 PAM.
