The background of this observation comes from a matter of Online Job Fair (OJP) facility in providing manpower information service. OJP is used as a link between the job seekers and the job providers to create employment placements. Through this online, the public can access OJP anytime unlimited to time and space with a low price.
This observation uses a theory from James L. Gibson about the measurement of effectiveness such as strategy, policy, program and control system. The observation uses descriptive method with a qualitative approach. In addition, the technique to collect data in this observation uses bibliography study, field research including observation and interview. The informant in this observation consist of the officers in Department for Labor and Population Resettlement of West Java by using snowball technique and the public by using purposive accidental technique.
Based on the observation, the effectiveness of OJP of Department for Labor and Population Resettlement of West Java in providing manpower information service is not optimal yet. It happens because of some obstacles such as OJP service can not be accessed and some available information are out of date. The effectiveness of OJP in providing manpower information will run optimal if the Resources Provider supports it with sufficient resources, infrastructure guaranteed and maintenance system that is appropriate with the latest technology.
