Penelitian ini dilakukan karena dilatarbelakangi oleh adanya penggunaan SIM-Dinsos yang bertujuan untuk pengolahan data PMKS dan PSKS di Provinsi Jawa Barat. Dengan adanya SIM-Dinsos di Dinas Sosial Provinsi Jawa Barat, diharapkan dapat menyediakan data yang lebih cepat, tepat dan akurat. Oleh sebab itu, penelitian ini difokuskan pada efektif atau tidaknya penggunaan SIM-Dinsos di Dinas Sosial Provinsi Jawa Barat dalam pengolahan data PMKS dan PSKS.
Teori yang digunakan dalam penelitian ini yaitu teori ukuran efektivitas yang dikemukakan oleh Sedarmayanti dalam buku Sumber Daya Manusia dan Produktivitas Kerja. Dalam teori tersebut terdapat teori ukuran efektivitas yaitu Input, Proses Produksi, Hasil, dan Produktivitas.
Metode yang digunakan dalam penelitian ini yaitu metode deskriptif dengan pendekatan kualitatif. Adapun teknik pengumpulan datanya adalah melalui studi pustaka, studi lapangan dan observasi serta dengan melakukan wawancara. Teknik penentuan informan dalam penelitian ini adalah pegawai Dinas Sosial Provinsi Jawa Barat yang melaksanakan pengolahan data PMKS dan PSKS melalui SIM-Dinsos dan pegawai lainnya yang mengetahui mengenai efektivitas SIM-Dinsos di Dinas Sosial Provinsi Jawa Barat dengan menggunakan teknik purpossive.
Hasil penelitian menunjukan bahwa Efektivitas SIM-Dinsos di Dinas Sosial Provinsi Jawa Barat sudah efektif walaupun masih terdapat beberapa kendala dalam mengaplikasikan SIM-Dinsos, yaitu masih kurangnya Sumber Daya Manusia (SDM) yang professional untuk mengaplikasikan SIM-Dinsos, aplikasi yang bermasalah dan infrastruktur sebagai penunjang efektifnya SIM-Dinsos kurang memadai. Penggunaan SIM-Dinsos di Dinas Sosial Provinsi Jawa Barat agar dapat berjalan dengan optimal, maka diharapkan Dinas Sosial Provinsi Jawa Barat dapat meningkatkan SDM yang professional dan jaminan infrastruktur sebagai sarana pendukung.

This research is done by because background overshadow by existenceof use of SIM-Dinsos aimed for processing PMKS and PSKS data in West Java Province. With the existence of SIM-Dinsos at Social Agency of West Java province, it hopefully can provide faster, correct, and accurate data. Therefore, this research was focused on whether or not the application of SIM-Dinsos is effective in Social Agency of West Java province in processing PMKS and PSKS data.
The theory used in this research was the theory on effectiveness measure as proposed by Sedarmayanti in Human Resource and Working Productivity. In the theory, the effectiveness measures are input, production process, results, and productivity.
The method used in this research was descriptive method with a qualitative approach. The data collection technique used was literature study, field study, and observation and by conducting interview. The informants in this research were the employees at Social Agency of West Java Province that processed PMKS and PSKS data through SIM-Dinsos and other employees who knew the effectiveness of SIM-Dinsos in Social Agency of West Java Province by using purposive technique.
The research results showed that SIM-Dinsos at Social Agency of West Java Province has been effective though there were some constraints in applying the SIM-Dinsos, that is, the lack of professional human resource to apply SIM-Dinsos, problematic application, and insufficient infrastructure as the support of effective SIM-Dinsos. To facilitate the normal use of SIM-Dinsos in Social Agency of West Java Province, Social Agency of West Java Province should promote its professional human resource and guarantee of infrastructure as support facility.
