Evaluasi kebijakan program dana Bantuan Operasional Sekolah (BOS) merupakan proses penilaian yang dilakukan oleh pemerintah Kota Bandung diantaranya dinas pendidikan, walikota dan seluruh manajemen sekolah yang ditunjuk pemerintah dalam penyaluran dana BOS. Teori yang digunakan pada penelitian ini yaitu evaluasi kebijakan dari William N. Dunn. Dunn mengemukakan bahwa evaluasi kebijakan memiliki enam indikator yaitu efektivitas, efisiensi, kecukupan, perataan, responsivitas dan ketepatan. Metode yang digunakan dalam penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dilakukan dengan studi pustaka dan studi lapangan. Teknik penentuan informan menggunakan teknik purposive.Berdasarkan hasil penelitian bahwa evaluasi kebijakan program dana BOS Di Kota Bandung dinilai dari indikator efektivitas yang memperhatikan proses dan kepuasan yang berhubungan dengan tercapainya proses wajib belajar sembilan tahun bagi seluruh masyarakat Kota Bandung. Efisiensi yaitu berkaitan dengan tenaga dan biaya yang berhubungan dengan manajemen sekolah diantaranya komite sekolah yang bertugas untuk membuat rancangan kebutuhan operasional siswa dalam satu periode tertentu. Kecukupan yang memperhatikan aspek kebutuhan dan nilai. Perataan yang memperhatikan kewajaran dan keadilan yang berhubungan dengan tercapainya pendidikan yang berlaku untuk semua kalangan sekolah negeri maupun swasta. Responsivitas yang memperhatikan aspek masalah dan aspirasi masyarakat yaitu berhubungan dengan proses mendidik masyarakat yang dilakukan pemerintah Kota Bandung belum efektif karena masyarakat sebagai alat kontrol. Ketepatan yang memperhatikan aspek sasaran dan waktu dimana aspek tersebut sebagai tolak ukur keberhasilan BOS yang sampai saat ini menjadi masalah yang belum terpecahkan karena pernah terjadi keterlambatan dalam penyaluran dana BOS di SMPN 29 Kota Bandung.Evaluasi kebijakan program dana BOS Kota Bandung sudah cukup baik dengan adanya perubahan-perubahan mekanisme untuk mencapai hal yang lebih baik lagi dengan terus mencari nilai efisiensi dan aspek waktu supaya tidak ada keterlambatan lagi dalam penyaluran dana BOS yang mengakibatkan dana yang telah dianggarkan menjadi tidak efisien.

Policy evaluation of school operational funds (BOS) program is an assessment process conducted by the City of Bandung such as education office, the mayor and the rest of the government-appointed management schools in BOS funds. Policy constraints that occur in Bandung BOS program is such a matter of time, efficiency and responsiveness of the public is still limited. The method used in this research is descriptive method with qualitative approach. Data was collected with a literature study and field study. The theory used in this study is the evaluation of policies William N. Dunn. Dunn argues that policy evalution has six indicators of effectiviness, efficiency,adequacy, alignment, responsiveness and accuracy.Based on the results of research that policy evaluation BOS program in Bandung assessed the effectiveness of the indicators that focus on the process and satisfaction associated with the achievement of the nine-year compulsory education for all people in the city of Bandung. Efficiency is related to the effort and cost associated with the management of the school including the school committee in charge of drafting the operational needs of students in a given period. The adequacy of the notice aspect of the needs and values . Alignment that takes into account the fairness and justice that relate to the achievement of education for all people and for public and private schools. Responsiveness is the aspect of the problem and the aspirations of the community that is associated with the process of educating the public that the government has not been effective Bandung City as the community as a means of control. The last indicator is the aspect of accuracy targets and time where these aspects as a measure of success BOS hitherto unsolved problem because it never happened delays in disbursement of funds BOS in SMPN 29 Bandung.Evaluation of program policies BOS Bandung is quite good with the changes in the mechanism for achieving better by continuing to look for value and efficiency aspects of time so that there is no further delay in the disbursement of funds resulting BOS funds have been budgeted to be not efficient.
