Penelitian ini dilakukan untuk mengevaluasi penerapan prinsip-prinsip good governance dalam pengadaan barang dan jasa di Pemerintah Provinsi Jawa Barat, dengan fokus pengadaan barang/ jasa melalui penyedia dan implementasi penerapan prinsip-prinsip good governance menurut Peraturan Pemerintahi Nomori 101i Tahuni 2000i dan sejalan dengan UNDP. Metode yang digunakan dalam penelitian ini yaitu metode penelitian kualitatif. Pengumpulan data dilakukan melalui wawancara, observasi dan dokumentasi. Narasumber penelitian yaitu Kepala Bidang Pengadaan Barang/ Jasa Unit Layanan Pengadaan (ULP) Provinsi Jawa Barat, Kepala Seksi Regulasi Dinas Bina Marga dan Penataan Ruang Provinsi Jawa Barat, penyedia barang/ jasa dan masyarakat. Metode analisis menggunakan pendekatan Milles dan Huberman dengan langkah-langkah pengumpulan data, reduksi data, display data, dan conclusion. Mekanisme pengadaan barang/ jasa Pemerintah Provinsi Jawa Barat berpedoman pada Peraturan Presiden Nomor 54 Tahun 2010 dan Perka Nomor 2 Tahun 2010, dan Peraturan Gubernur. Hasil dari evaluasi yang telah dilakukan penerapan prinsip-prinsip good governance sudah diterapkan meskipun masih terdapat penyimpangan yang terjadi seperti, masih adanya kolusi dan gratifikasi, serta masih kurangnya penerapan prinsip pelayanan prima, dapat diterima oleh masyarakat, akuntabilitas dan supremasi hukum. This research was conducted to evaluate the application of the principles of good governance in the procurement of goods and services in the Government of West Java province with a focus on procurement of goods / services through providers and implementation of the principles of good governance according to Government Regulation Number 101 in 2000 and in line with UNDP. The method used in this study is qualitative research methods. Data collection is done through interviews, observation of documentation documentation. Respondent that is the head of BPKAD, Bureau Chief of procurement of goods/service, head of the regional government and head of the ULP, LPSE Jawa Barat and parties involved in the procurement of goods and services such as participants and providers of goods/ service. Methods of analysis using Milles and Huberman of data collection, data reduction, data display, and conclusion.Goods/services procurement mechanism the Government of West Java province is based on the President regulation Number 54 Year 2010 Perka number 2 Year 2010, Perka LKPP and regulations application of its principles. The results of the evaluation that have been carried out in the application of the principles of good governance have been implemented, although there are still irregularities that occur, such as collusion and gratification, and the lack of application of the principle of prime service, acceptable to the community, accountability and rule of law.
