e-Government concept is one of information system application. The growth of information technology has been used by government to increasing government performance in order to be more professional in working. One of e-Government implementation is officer information system (SIMPEG). In applying SIMPEG, it needs officer resource that works appropriate with their duty and position. Operational function of officer resource management through officer information system (SIMPEG) is West java government strategy to create professional officer in West Java province especially officer data and information sub division of officer bureau, it because of officer placement was not appropriated with its duty and position, bad officer managerial and development and it can’t manage and rule of an organization so it will create unbalance between officer needs with demand and ability of officer resource organization. Operational function of SIMPEG officer resource management affected by substances from operational function of human resource management, those are procurement, development, compensation, integration, maintenance and discontinue function so management operational function process could be continue. The objective of this research is to know operational function of officer resource management through officer information system (SIMPEG) at West Java province in officer data and information sub division of officer bureau in the year 2006. When compiling this script, the author used descriptive method with qualitative approach. Data gathering technique conducted by interview, observation and literature study. The information resource consists of West Java government officer in officer data and information sub division of officer bureau. Thus, technique to determine informant used purposive technique (base on goal). Operational function of officer resource management through officer information system (SIMPEG) has been applied to create professional officer. Commitment from local institution is early step to conduct SIMPEG so it gives benefit to related institution in creating professional officer. It needs special technician in solving SIMPEG problem, so that the SIMPEG usage can be optimal in its implementation.
