Tujuan penelitian ini untuk mengetahui Unit Layanan Terpadu Kota Cimahi mengimplementasikan kebijakan Peraturan Daerah Kota Cimahi Nomor 17 Tahun 2011 tentang pengadaan barang dan jasa secara elektronik di Kota Cimahi, karena permasalahan yang sering terjadi seperti lelang yang harus diulang, selain itu banyak yang mengeluhkan mengenai sulitnya dalam tahap pendaftaran, dan sering terjadinya malfungsi (bugs) pada aplikasi SPSE 3.5 yang membuat para peserta tidak bisa mendownload untuk mengikuti lelang. Teori yang digunakan untuk mendukung dalam penelitian ini adalah teori implementasi kebijakan dari Edward III, terdiri dari empat indikator, yaitu komunikasi, sumber daya, disposisi dan stuktur birokrasi. Metode penelitian yang digunakan adalah metode deskriptif dengan pendekatan yang digunakan pendekatan kualitatif. Teknik pengumpulan data yang dilakukan dalam penelitian ini adalah melalui studi kepustakaan dan studi lapangan yang melakukan observasi, wawancara dan dokumentasi. Teknik penentuan informan yang digunakan oleh peneliti adalah dengan menggunakan teknik Purposive Sampling. Hasil penelitian yang dapat disimpulkan bahwa implementasi e-lelang di Kota Cimahi telah dilaksanakan dengan baik, dalam segi komunikasi, sumberdaya, sikap pelaksana, hingga struktur birokrasi telah berjalan dengan baik sesuai rencana yang telah ditetapkan, namun belum semuanya berjalan efektif dan efisien.

The purpose of this study to determine the Department of Hygiene and implement policies Regional Regulation No. 17 Year 2011 About The rapid development of the times is always accompanied by increasingly sophisticated technology. Technological developments now can not be separated again from all aspects of human life. Implementation of the e-auction by the government expected to not only increase transparency, but also provide efficiencies in terms of cost reduction is for announcements, discipline in time, simplify the process of document research, facilitate communication, reduce paper usage, and better public services. In addition, the e-auction also reduces the competition is getting more and more unhealthy among participants who followed the procurement. The purpose of this study to determine the Procurement Unit and Electronic Procurement Service Cimahi E-auction policy to implement the procurement of goods and services in Cimahi, in terms of communication with relevant parties, available resources, disposition or attitude, way of working bureaucratic structures that exist in the Procurement Unit and Electronic Procurement in Cimahi.The theory used in this research to support policy implementation is the theory of Edward III, consists of four indicators, namely communication, resources, disposition and bureaucratic structure. The method used is descriptive method with the approach used a qualitative approach. Data collection techniques used in this research is through library research and field study observation, interview and documentation. Informants determination techniques used by researchers is the use of purposive sampling.The results of the study it can be concluded that the implementation of e-auction in Cimahi has been implemented, in terms of communication, resources, attitudes executor, to the structure of the bureaucracy has gone well according to the plan that has been set, but not all of them run effectively and efficiently.
