Peraturan Daerah Provinsi Jawa Barat Nomor 13 Tahun 2011 tentang Pajak Daerah, merupakan petunjuk pelaksana dari Peraturan Gubernur Provinsi Jawa Barat Nomor 33 Tahun 2013, dan implementasi Perda tersebut di Kabupaten Subang masih mengalami beberapa permasalahan seperti masih banyak praktik pencaloan yang dilakukan oleh aparatur pelaksana dan masyarakat demi mendapatkan keuntungan pribadi, manipulasi data identitas kepemilikan, dan sosialisasi yang minim dari Samsat Kabupaten Subang. Teori yang digunakan dalam penelitian ini yaitu teori implementasi kebijakan yang dikemukakan oleh George Edwards III dalam bukunya Implementing Public Policy. George Edwards III mengatakan bahwa implementasi kebijakan dipengaruhi oleh empat faktor yaitu komunikasi, disposisi, sumberdaya, dan struktur birokrasi yang saling terkait dan harus terpenuhi dengan baik agar terciptanya implemetasi kebijakan yang baik. Metode yang digunakan dalam penelitian ini, yakni metode penelitian deskriptif dengan pendekatan kualitatif, untuk memperoleh data-data menggunakan teknik wawancara, observasi, studi kepustakaan dan dokumentasi. Teknik penentuan informan yang digunakan purposive sampling dan accidental sampling. Komunikasi yang telah disampaikan aparatur telah disosialisasikan kepada masyarakat melalui media ternyata tidak terbukti, akan tetapi dapat tertutupi oleh sosialisasi secara langsung oleh aparatur kepada masyarakat, Disposisi terkait kinerja aparatur dan insentif saat ini sudah lebih baik karena pengawasan dan praktik pencaloan sudah semakin minim. Sumberdaya yang dimiliki juga sudah sangat baik dan lengkap, sedangkan Struktur birokrasi juga sangat jelas alurnya

West Java Provincial Regulation No. 13 of 2011 on Local Taxes , the implementation guidelines of the Province of West Java Governor Regulation No. 33 of 2013 , and the implementation of the regulation in Subang still experience some problems as there are many brokering practices carried out by the implementing officials and community for the sake of personal gain , manipulation of identity data ownership , and minimal socialization of unified administrative system of the roof Subang . The theory used in this research is the theory of George Edwards who argued that the implementation of policy is influenced by four factors: communication, disposition, resources, and bureaucratic structures are interrelated and must be properly fulfilled for the creation of the implementation of good policies. Research methods researchers used the descriptive research method with qualitative approach, to obtain the necessary data, researchers use interviewing techniques, observation, literature study and documentation. While the determination of the techniques used by researchers informant the informant by purposive determination technique addressed to the apparatus, while the community of researchers using accidental. The results of this study that said communication apparatus has been disseminated to the public through the media was not proven, but it can be covered by socialization directly by the apparatus to the public, positioned on the apparatus and incentives related to performance is now better because of supervision and brokering practices are increasingly minimal, the resources they have also been very good and complete, while the bureaucratic structure is also very clear plot with more stringent supervision
Communication is done less than the maximum because of lack of use of the media, the disposition of which is already quite good, full of resources, and bureaucratic structures tightened its control to minimize errors
