Penelitian ini dilatarbelakangi oleh implementasi kebijakan Peraturan Daerah Nomor 7 Tahun 2012 Tentang Penyelenggaraan Kepariwisataan Kota Bandung yang dimana bermula dari permasalahan berkembang pesatnya usaha pariwisata hiburan malam di Kota Bandung yang menimbulkan dampak negatif yaitu terganggunya keamanan dan ketertiban di Kota Bandung. Untuk menekan dampak negatif dari wisata hiburan malam, pemerintah Kota Bandung mengeluarkan Peraturan Daerah Nomor 7 Tahun 2012 Tentang Penyelenggaraan Kepariwisataan Kota Bandung yang dimana di dalamnya mengatur mengenai pembatasan jam operasional hiburan malam.Teori implementasi dalam penelitian ini menggunakan teori Implementasi Edwards III. Menurut Edwards III ada beberapa hal yang dapat mempengaruhi keberhasilan suatu implementasi kebijakan yaitu komunikasi, sumberdaya, disposisi, dan strutur birokrasi yang baik.Tipe penelitian ini kualitatif, metode penelitian yang digunakan adalah metode analisis dekriptif. Sebagian besar data diperoleh dari hasil studi pustaka dan studi lapangan dengan cara observasi partisipan dan wawancara.Hasil penelitian menunjukkan bahwa implementasi kebijakan Perda ini dari segi komunikasi dan sumberdaya dalam implementasi kebijakan Perda ini belum berjalan optimal, sedangkan dari segi disposisi dan struktur birokrasi dalam implementasi kebijakan Perda ini sudah berjalan cukup baik.

This research is motivated by implementation of Regional Regulation Policy No. 7 in 2012 about operations of bandung city tourism. The implementation of this regional regulatory policy Beginning from the problem of nightclubs tourism businesses growth in Bandung, which the effect negatively impact from this problem is the disruption of security and order in the city of Bandung. In order to suppress the negative effects of nightclubs, Bandung government issued Local Regulation No. 7 of 2012 on the Implementation of Tourism in Bandung where it regulates the operating hours restriction evening entertainment. The implementation theory in this study using implementation theory of Edwards III. According to Edwards III to implement a policy implentasi communication needs, resources, disposition, and bureaucratic structure.Type of this research is qualitative, research method use descriptive method. Data of this research collected from the literature study and survey by participants observation and interview.The result of this research shown the implementation of regional regulation policy in the terms of communications and resources of implementation of regional regulation policy doesnÃât operated well, and than about disposition and bureaucratic structure of implementation of regional regulation policy has been operated well.Conclusion of research shown the implementation of regional regulation policy doesnÃât operated optimally. ItÃâs seen from the some aspects that arenÃât operated optimally from the all of aspects in this implementation rigional regulation policy. The aspects not optimally are in terms of communication and resources,while in the terms of disposition and bureaucratic structure has been operated well.
