Compilation of this skripsi representha condition to for an examination at Government Science The Faculty of Social and Political Sciences University Computer Indonesia. The topic of this skripsi related to public service, precisely is policy implementation about Resident Administration Information System (SIAK) in improving public service in Sub-Province Indramayu year 2006.
Resident Administration Information System (SIAK) policy is implemented by Population and Civil Regristration Agency Sub-Province Indramayu based on the Regulation of Ministry of Home Affairs No. 28/2005 about the guidance of the Implementation of local Population and Civil Regristrations and law No. 23/2006 about Population Administration. Policy implementation about Resident Administration Information System (SIAK) in improving public service can be realized if there are some matters which must be paid attention, such as: size measure and policy target, source of policy, policy executor institution marking, communications between organization, attitude all policy executor and existence of environmental support of eksternal. The several factors support the successfull of the policy implementation about Resident Administration Information System (SIAK).
The purpose of this research is to know how potency on Population and Civil Regristration Agency Sub-Province Indramayu in executing policy about resident administration information system (SIAK). Method which is used in this research is descriptive method. Data was collected by book study, field study that is partisipative observation and interview. Source of information which is researcher used in this research come from direct interview with government officerh on Population and Civil Regristration Agency Sub-Province Indramayu. As for technique determination of informan use snowball.
There are some obstacles in implementing implementation about Resident Administration Information System (SIAK) policy which is conducted. By Population and Civil Regristration Agency Sub-Province Indramayu. That are ready medium of resident data base network still not yet flatten to all districth so that used by network is online and offline, there is no enough budget for infrastructures, and the lack of the government officer ability on Population and Civil Regristration Agency which still in phase expand. However, the efforts to increase public services by Population and Civil Regristration Agency have been conducted firmly, such as citizen identity card, family card and civil registration form, which snow Indramayu government commitment.
