PT. Huawei Services merupakan salah satu penyedia layanan (vendor) telekomunikasi terkemuka di Indonesia yang harus memberikan service yang baik kepada user atau pengguna telekomunikasi. Salah satu service yang dapat diberikan oleh vendor kepada user yaitu dalam pengimplementasian layanan baru. Masalah yang timbul dari proses pengimplementasian layanan baru ini adalah vendor harus mengatur dan mengkonfigurasi service logic dari satu MSC ke MSC lainnya. Kompleksitas ini membuat implementasi layanan baru memakan waktu yang lama dan membutuhkan biaya yang tinggi karena banyaknya MSC yang harus dikonfigurasi oleh vendor. Salah satu konsep yang bisa diterapkan untuk mengatur dan mengontrol sebuah service logic yaitu konsep Intelligent Network (IN). Dengan menerapkan konsep Intelligent Network (IN) diharapkan dapat memberikan solusi dari masalah yang muncul tersebut dengan cara sentralisasi service logic, yaitu dengan memberikan satu platform dimana semua service logic di host dalam satu tempat sehingga waktu dan biaya yang diperlukan untuk implementasi layanan baru dapat dipangkas. Hasil yang dicapai dari penelitian yang dilakukan ini adalah dapat menggambarkan penerapan konsep Intelligent Network (IN) dengan menggunakan Rating Manager Application Offline (RMA Offline) sebagai aplikasi simulasi rating untuk memberikan gambaran bagaimana vendor melakukan rating dalam mengatur dan mengontrol layanan baru dengan cepat.

PT. Huawei Services is one of the service providers (vendors) leading Indonesian telecommunications should provide a good service to the user or users of telecommunications. One of the services that can be provided by the vendor to the user is in the implementation of new services. Problems arising from the implementation of this new service is the vendor must set up and configure the service logic from one MSC to the other MSC. This complexity makes the implementation of a new service takes a long time and requires a high cost because of the MSC which must be configured by the vendor. One of the concepts that can be applied to manage and control a service logic, namely the concept of Intelligent Network (IN). By applying the concept of Intelligent Network (IN) is expected to provide a solution of the problems which arise by way of centralized service logic, namely by providing a platform where all service logic in the host in one place so that the time and cost required for the implementation of new services can be trimmed. The outcome of the research conducted is to describe the application of the concept of Intelligent Network (IN) using Offline Rating Manager Application (RMA Offline) as a rating for simulation applications give you an idea of how vendors perform rating in regulating and controlling new services quickly.
