On the basis of the problems found from a case of freezing the PSSI by the Ministry of Youth and Sports, which essentially contains administrative sanction to the Football Association of Indonesia, hereinafter referred to PSSI Administrative Sanctions in the form of sports activity in question is not recognized. PSSI feel aggrieved over the freezing letter, then PSSI filed a lawsuit to the court TUN since dikeluarnya or enactment of Decree of Affairs. In its decision of the State Administrative Court ordered the Minister of Youth and Sport immediately revoke the decree freezing posted to PSSI. But with the time period specified by the administrative court for 4 months, exceeding the time limit Kemenpora never revoke the decree. Therefore, researchers wanted to know how the juridical implications of the Board / Administrative Officers who do not carry out the administrative court ruling. The purpose of this study was to determine and assess what are the implications of juridical bodies / officials of the state administration which do not implement the decision of the Administrative Court. The method used is the method of approach to the problem by using (approach legislation, case approach and conceptual approach), the type of research used normative juridical, legal materials used (primary, secondary and tertiary), method of collection of legal materials in a way (study literature), methods of analysis of legal materials used (qualitative and deductive method).
