Pemerintah adalah lembaga atau organisasi yang yang memiliki kewenangan dalam menjalankan fungsi pemberdayaan. Seperti yang tercantum dalam fungsi Pemerintahan menurut Undang-undang Republik Indonesia No. 30 Tahun 2014 Tentang administrasi Kependudukan. Pemerintah wajib membawa dan membina masyarakat keluar dari zona ini dengan cara melaksanakaan salah satu fungsi pemerintah yaitu pemberdayaan. Salah satu fungsi pemberdayaan yang dilakukan adalah menertibkan PKL (Pedagang Kaki Lima), dengan melakukan pemberdayaan PKL di Skywalk Teras Cihampelas. Skywalk Teras Cihampelas merupakan salah satu relokasi PKL yang mendapat banyak perhatian dari Pemerintah Kota Bandung. Teori pemberdayaan yang digunakan dikemukakan oleh Suharto (2014:67). Menjelaskan bahwa pemberdayaan adalah suatu kegiatan untuk memberdayakan seseorang agar lebih berguna, dengan lima pendekatan yaitu: pemungkinan, penguatan, perlindungan, penyokongan dan pemeliharaan. Metode penelitian yang digunakan yaitu metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data yang digunakan dalam penelitian ini yaitu Studi pustaka dan Studi lapangan, yang diantaranya observasi, wawancara dan dokumentasi. Teknik penentuan Informan penelitian ini menggunakan teknik purposive diantaranya yaitu aparatur Dinas Koperasi UMKM (Dinas Koperasi Usaha Mikro Kecil Menengah) Kota Bandung, Forum PKL Skywalk Teras Cihampelas dan Pedagang Kaki Lima Skywalk Teras Cihampelas. Uji Keabsahan data menggunakan triangulasi. Teknik analisa data menggunakan Data Reduction, Data Display, Conclusion Verivication. Hasil penelitian menunjukkan bahwa pemberdayaan PKL Skywalk Teras Cihampelas ditinjau dari lima pendekatan pemungkinan dalam proses pemberdayaan belum berjalan. Pendekatan penguatan dalam proses pemberdayaan belum berjalan. Pendekatan perlindungan dalam proses pemberdayaan sudah berjalan. Pendekatan penyokongan dalam proses pemberdayaan sudah berjalan. Pendekatan pemeliharaan dalam proses pemberdayaan yang dilakukan berjalan.

Skywalk Teras Cihampelas is one of the street vendors' relocation that received a lot of attention from the Bandung City Government. The empowerment theory used was put forward by Suharto (2014: 67). Explain that empowerment is an activity to empower someone to be more useful, with five approaches, namely: possibility, strengthening, protection, support and maintenance. The research method used is descriptive method with a qualitative approach. Data collection techniques used in this study are literature studies and field studies, which include observation, interviews and documentation. The informant determination technique of this research uses purposive techniques such as the apparatus of Cooperative Office of UMKM (Office of Cooperative Micro Small and Medium Enterprises) of Bandung City, Forum PKL Skywalk Teras Cihampelas and Skywalk Street Vendors Terrace Cihampelas. Validity Test of data using triangulation. Data analysis techniques using Data Reduction, Data Display, Conclusion Verivication. The results showed that Skywalk Teras Cihampelas street vendors empowerment in terms of the five possible approaches in the empowerment process had not yet proceeded. The strengthening approach in the empowerment process has not yet proceeded. The protection approach in the empowerment process is already underway. The support approach in the empowerment process is already underway. The maintenance approach in the empowerment process is carried out.
