Penerapan e-Government telah menjadi bagian dalam penyelenggaraan Pemilihan Umum (Pemilu), akan tetapi faktor-faktor penunjang e-Government pada Komisi Pemilihan Umum (KPU) Provinsi Jawa Barat masih kurang memadai. KPU Provinsi Jawa Barat dalam meningkatkan pelayanan informasi Pemilihan Gubernur, memanfaatkan aplikasi Sistem Informasi Pemilu (SIPemilu), namun dalam pelaksanaannya informasi yang dihasilkan SIPemilu belum mampu memberikan pelayanan informasi secara cepat, tepat dan transparan. Tujuan dari penelitian ini adalah untuk mengetahui kesiapan penerapan e-Government, efektivitas pelayanan serta pengaruh kesiapan KPU Provinsi Jawa Barat terhadap efektivitas pelayanan SIPemilu dalam Pemilihan Gubernur. Penelitian ini menggunakan teori dari Indrajit untuk mengetahui kesiapan KPU Provinsi Jawa Barat menerapkan e-Government dan teori dari Amsyah yang digunakan untuk mengetahui efektivitas pelayanan SIPemilu, serta sebagai dasar yang menunjukkan adanya pengaruh kesiapan KPU Provinsi Jawa Barat menerapkan e-Government terhadap efektivitas pelayanan SIPemilu, dalam penilitian ini bersumber pada pendapat dari Kasiyanto. Metode penelitian yang digunakan adalah metode penelitian eksplanatif dengan menggunakan pendekatan kuantitatif. Peneliti mengambil populasi dalam penelitian ini sebanyak 52 orang. Guna memperoleh data populasi dan sampel dari seluruh aparatur KPU Provinsi Jawa Barat sebanyak 52 orang, maka dilaksanakan dengan cara Sensus. Kesiapan KPU Provinsi Jawa Barat menerapkan e-Government termasuk dalam kategori baik dengan hasil persentase sebesar 74,02%. artinya e-Government siap diterapkan dengan baik pada KPU Provinsi Jawa Barat. Efektivitas pelayanan SIPemilu dalam Pemilihan Gubernur termasuk dalam kategori baik dengan hasil persentase sebesar 74,00% artinya pelayanan SIPemilu dapat dilaksanakan dengan baik dalam Pemilihan Gubernur. Berdasarkan hasil perhitungan statistik diperoleh nilai koefisien korelasi rank spearman sebesar 0,590 artinya tingkat hubungan antara variabel kesiapan KPU Provinsi Jawa Barat menerapkan e-Government (variabel X) dengan efektivitas pelayanan Sipemilu dalam Pemilihan Gubernur (variabel Y) berada pada kategori Cukup Kuat. Menurut perhitungan distribusi t dengan taraf signifikan α=0.01 (1%) , maka (t hitung > t tabel) atau (5,17> 2,40), ini berarti H0 ditolak dan H1 diterima, maka Kesiapan KPU Provinsi Jawa Barat menerapkan e-Government memiliki pengaruh yang positif terhadap Efektivitas pelayanan SIPemilu dalam Pemilihan Gubernur. Besarnya pengaruh kesiapan KPU Provinsi Jawa Barat menerapkan e-Government terhadap efektivitas pelayanan Sipemilu dalam Pemilihan Gubernur adalah sebesar 34,81% artinya kesiapan KPU Provinsi Jawa Barat menerapkan e-Government pengaruhnya kecil terhadap efektivitas pelayanan Sipemilu dalam Pemilihan Gubernur.

Implementation of e-Government has become a part in the administration of Elections (Elections), but the factors supporting e-Government in the General Elections Commission (KPU) of West Java Province is still inadequate. West Java Provincial Election Commission in enhancing information services gubernatorial election, utilizing the Election Information System application (SIPemilu), but in practice the information produced SIPemilu not been able to provide information quickly, accurately and transparently. The purpose of this study was to determine the readiness of e-Government, service effectiveness and influence of the West Java Provincial KPU readiness of the effectiveness of service SIPemilu in the gubernatorial election. This study uses the theory of Indrajit to determine the readiness of the West Java Provincial Election Commission implementing e-Government and the theory of Amsyah used to determine the effectiveness SIPemilu services, as well as the base which shows the influence of the West Java Provincial KPU readiness implementing e-Government on the effectiveness of service SIPemilu, in this research based on the opinions of Kasiyanto. The method used is a research method explanative by using quantitative approach.Researchers took the population in this study as many as 52 people. To obtain population data and samples from around the West Java Provincial Election Commission officials as many as 52 people, then executed by the Census. Readiness of the West Java Provincial KPU implementing e-Government are included in both categories with the percentage of 74.02%. means that e-Government is ready to be applied as well in the West Java Provincial KPU. The effectiveness of service in the selection of Governor SIPemilu included in either category with the percentage of 74.00% means SIPemilu service can be performed well in the gubernatorial election.Based on the results obtained by statistical calculation of Spearman rank correlation coefficient of 0.590 means that the level of preparedness of the relationship between the variables of West Java Provincial Election Commission implementing e-Government (variable X) with Sipemilu service effectiveness in the Election of Governors (variable Y) is in the category of Strong Enough. According to the calculation of the t distribution with significance level α = 0.01 (1%), then (t count> t table) or (5,17> 2.40), this means that H0 rejected and H1 accepted, the West Java Provincial KPU Readiness apply e -Government has a positive influence on the effectiveness of service SIPemilu in gubernatorial election. The amount of influence the readiness of the West Java Provincial Election Commission implementing e-Government on the effectiveness of service Sipemilu in gubernatorial election amounted to 34.81% means that the readiness of the West Java Provincial Election Commission implementing e-Government small influence on the effectiveness of service Sipemilu in the gubernatorial election.
