Penerapan e-government melalui Kios 3 In 1 adalah upaya mengembangkan pemerintahan yang berbasis elektronik di Kota Bandung khususnya di B2PLKDN Kota Bandung. Kios 3 in 1 dalam penerapannya masih memiliki masalah pada tidak memiliki kebijakan teknis, biaya pemeliharaan peralatan dan masalah lain seputar pemenuhan faktor infrastruktur dan strategi pemikiran pemimpin. Penelitian ini menggunakan teori dari Richardus Eko Indrajit yang menjelaskan bahwa penerapan e-government melalui kios 3 in 1 harus memperhatikan beberapa faktor infrastruktur yang ada antara lain kondisi data infrastruktur, infrastruktur legal, infrastruktur manusia, infrastruktur institusional, infrastruktur teknologi dan strategi pemikiran pemimpin.
Metode yang digunakan dalam penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dilakukan dengan studi pustaka dan studi lapangan (observasi non partisipan dan wawancara). Teknik penentuan informan menggunakan teknik purposive (berdasarkan tujuan). Informannya terdiri dari pegawai B2PLKDN Kota Bandung dan pengguna kios 3 in 1.
Berdasarkan hasil penelitian dapat diketahui bahwa penerapan e-government melalui kios 3 in 1 dalam memberikan informasi pelatihan tenaga kerja di Kota Bandung masih memiliki kekurangan dalam hal tidak adanya biaya dalam pemeliharaan peralatan, tidak adanya kebijakan teknis yang mengatur tugas dan fungsi aparatur B2PLKDN Kota Bandung yang dibuat B2PLKDN Kota Bandung, belum tersedianya lemari khusus dalam menyimpan dokumentasi, para peserta pelatihan yang mengakses kios 3 in 1 tidak memanfaatkan fasilitas logoff, materi pelatihan dan biaya pelatihan yang tidak diberikan dengan jelas di kios 3 in 1, belum adanya ruangan khusus untuk aparatur dari Dinas Tenaga Kerja Kota Bandung, jumlah aparatur yang secara khusus menangani pendaftaran mengenai pelatihan modular dan diklat belum mencukupi, tidak adanya dana pemeliharaan sarana teknologi. Latar belakang pendidikan Kepala Seksi Pemberdayaan B2PLKDN Kota Bandung bukan sebagai sarjana teknologi informasi pun menjadi pernasalahan penerapan kios 3 in 1.
Kekurangan tersebut sebaiknya diperbaiki dengan membuat anggaran rincian biaya untuk pemeliharaan peralatan kios 3 in 1, membuat kebijakan teknis yang mengatur aparatur B2PLKDN Kota Bandung, membuat lemari khusus dalam menyimpan dokumentasi. B2PLKDN Kota Bandung pun harus memberikan penyuluhan dan sosialisasi bagi para peserta pelatihan yang mengakses kios 3 in 1 untuk memanfaatkan fasilitas logoff serta memberikan informasi mengenai materi pelatihan dan biaya pelatihan secara mendetail di kios 3 in 1.
Ringkasan Alternatif
Implementation of e-government through kiosk 3 in 1 is the effort to develop electronic government based in the city of bandung, especially in B2PLKDN city of bandung. The kiosk 3 in 1 in aplication had the problem in being not fulfilled the policy of technique, not had the maintance lost of equipment and the other problem around was not yet fulfiiled infrastructure and the strategy of the leader thingking. This study uses theory of Indrajit Richardus Eko explaining that the implementation of e-government through kiosk 3 in 1 must have consider several factors that the infrastructure, among others, the condition of the data infrastructure, legal infrastructure, human infrastructure, institutional infrastructure, technological infrastructure and strategy of the leader thingking.
Method used in this research is descriptive research method with the library and study the field of study (non participant observation and interviews). Technique of dertermining the informant using technique purposively (based on the destination). Informants consisted of apparatus B2PLKDN city of bandung and users kiosk 3 in 1.
Based on the result of research could be know that the implementation of e-government through kiosk 3 in 1 to provide information in the training of labor in the city of bandung still have deficiencies in the not had the maintenance cost of equipment kiosk 3 in 1, not had technical policy that regulates the tasks and functions of apparatus B2PLKDN city of bandung made by B2PLKDN city of bandung, not yet available the store cupboard special in save of documentation, the participants of the training does not use the kiosks 3 in 1 to access the facilities logoff, training materials and costs that are not clearly given in the kiosk 3 in 1, there is no room for a special apparatus from the officially manpower city of bandung, apparatuses specifically to handle the registration of the training module and drafted has not been sufficient, not yet a maintenance fund of technology. Education background section of empowerment B2PLKDN city of bandung not as a master of information technology.
The lack better go to the improvement should created a budget with fixed costs for equipment of maintenance kiosks 3 in 1, create a policy technical for apparatus B2PLKDN City of bandung. B2PLKDN City of bandung must also provide counseling and socialization for participant of the training to utilize the kiosk 3 in 1 to access the facilities logoff and provides information on training materials and training costs at the kiosk 3 in 1.
