Penelitian ini bertujuan untuk mengetahui apakah partisipasi penyusunan anggaran, berpengaruh terhadap kinerja aparat pemerintah dan Kompetensi pegawai apakah berpengaruh terhadap kinerja aparat pemerintah. Metode deskriptif verifikatif adalah penelitian yang dilakukan untuk menggambarkan variable mandiri, baik hanya pada satu variable atau lebih (variable yang berdiri sendiri) tanpa membuat perbandingan dan mencari variable itu dengan variable lain. Metode verivikatif diartikan sebagai penelitian yang dilakukan terhadap populasi atau sampel tertentu dengan tujuan untuk menguji hipotesis yang telah ditetapkan. Alasan peneliti memilih metode deskriptif verifikatif dalam penelitian ini karena peneliti ingin mendiskripsikan tentang pengaruh atas partisipasi penyusunan anggaran dan kompetensi pegawai terhadap kinerja aparat pemerintah. Hasil penelitian menunjukkan Partisipasi Penyusunan Anggaran terhadap Kinerja Aparat Pemerintah memberikan pengaruh sebesar 30.65%, yang berarti semakin baik Partisipasi Penyusunan Anggaran maka akan membuat Kinerja Aparat Pemerintah semakin baik pula. Hasil penelitian juga menunjukkan bahwa Kompetensi Pegawai terhadap Kinerja Aparat Pemerintah memberikan pengaruh sebesar 36.65%, maka dapat disimpulkan semakin baiknya kompetensi pegawai maka akan membuat Kinerja Aparat Pemerintahdi Kementrian Solidaritas Sosial Timor Leste semakin baik pula.

Descriptive verification method is the research conducted to describe the independent variable, either only on one or more variables (variables that stand alone) without making comparisons and find the variable to another variable. Verivikatif method is defined as a study of a population or a particular sample in order to test the hypothesis that has been set. The reason the researchers chose descriptive verification method in this study because researchers wanted to describe about the effect on budget participation and employee competence on the performance of government officials.The results showed Budgetary Participation on the Performance of Government Officials effect of 30.65%, which means the better participation Budgetary it will make the performance the better government officials. The results also showed that the competence Employee Performance Government officials to give the effect of 36.65%, it can be concluded improvements in the competence of the employees will make the performance Pemerintahdi Apparatus Timor Leste Ministry of Social Solidarity, the better anyway.
