Pengembangan Sistem Pemeliharaan Aset Nonmedis Untuk Mencapai Maintenance Excellence Di Santosa Hospital Bandung Central

Santosa Hospital Bandung Central (SHBC) merupakan rumah sakit swasta kelas A berstandar internasional yang beralamat di Jalan Kebonjati no.38 Bandung. SHBC masih menghadapi berbagai permasalahan dalam pelaksanaan pemeliharaan aset nonmedis, yang memengaruhi tingkat pemeliharaan prima berdasarkan Maintenance Excellence. Permasalahan ini dapat dilihat dari pelaksana pemeliharaan yaitu Departemen Maintenance, metode pemeliharaan yang diterapkan, teknologi yang digunakan dan kondisi aset nonmedis saat ini. Terdapat 20 indikator yang dibutuhkan untuk mencapai Maintenance Excellence. Dari 20 indikator, tidak ada indikator dengan tingkat excellence ataupun competence. Namun, terdapat 5 indikator yang mencapai tingkat understanding, 9 indikator yang mencapai tingkat awareness dan 6 indikator yang hanya berada pada tingkat terendah yaitu innocence. Tujuan penelitian adalah untuk menghasilkan rancangan pengembangan sistem pemeliharaan aset nonmedis untuk mencapai Maintenance Excellence di SHBC. Grand theory yang digunakan pada penelitian ini yaitu Sistem Pemeliharaan Aset berdasarkan Maintenance Excellence, yang terdiri atas empat dimensi yaitu Leadership and People, Methods and Processes, System and Technology, dan Material and Physical Plant. Metode penelitian yang digunakan yaitu metode penelitian eksploratori dengan pendekatan kualitatif dan kuantitatif. Teknik pengumpulan data yang digunakan adalah wawancara, observasi dan studi dokumentasi. Hasil penelitian ini berupa program pengembangan untuk setiap indikator dari keempat dimensi agar mencapai tingkat excellence secara keseluruhan. Untuk dimensi Leadership and People, program pengembangan terdiri atas implementasi tujuan jangka pendek, perencanaan organisasi desentralisasi, perencanaan pelatihan pemeliharaan, program motivasi dan program self-directed learning. Untuk dimensi Methods amd Processes, terdapat prosedur perencanaan pekerjaan pemeliharaan aset nonmedis dan penentuan prioritas, program shutdown aset nonmedis, prosedur pengelolaan material, program pengukuran kinerja, serta program pengelolaan reliabilitas aset nonmedis. Untuk dimensi Systems and Technology, terdapat penerapan CMMS yang mencakup fungsi pengelolaan persediaan dan Decision Support and Expert System, pelaksanaan program Preventive Maintenance (PM) dan program Equipment Condition Monitoring (ECM) sesuai jenis aset nonmedis. Untuk dimensi Materials and Physical Plant, terdiri atas program pencatatan kondisi aset nonmedis, peningkatan kualitas gudang peralatan dan persediaan, program housekeeping aset nonmedis, dan perencanaan anggaran biaya pemeliharaan. Santosa Hospital Bandung Central (SHBC) is A-class private hospital which has been certified international and located on Jalan Kebonjati no.38 Bandung. SHBC still faces various problems in the maintenance of non-medical assets, which affect the level of maintenance based on Maintenance Excellence. The problem can be seen from the maintenance organization, namely the Maintenance Department, the maintenance methods applied, the technology used and the current condition of non-medical assets. There are 20 indicators needed to achieve Maintenance Excellence. Out of the 20 indicators, there are no indicators with excellence or competence levels. Apparenly, there are 5 indicators that reach a level of understanding, 9 indicators that reach awareness levels and 6 indicators which are only at the lowest level, namely innocence. The research objective was to produce a design for developing a non-medical asset maintenance system to achieve Maintenance Excellence at SHBC. The grand theory used in this study is the Asset Maintenance System based on Maintenance Excellence, which consists of four dimensions, namely Leadership and People, Methods and Processes, System and Technology, and Material and Physical Plant. The research method used is an exploratory research method with qualitative and quantitative approaches. Data collection techniques used were observation and documentation study. The results of this study are in the form of development programs for each indicator from all four dimensions in order to achieve a level of overall excellence. For the Leadership and People dimension, the development program consists of implementing short-term goals, decentralizing organizational planning, maintenance training planning, motivational programs and self-directed learning programs. For dimensions of amd process methods, there are procedures for planning nonmedical asset maintenance work and prioritizing, non-medical asset shutdown programs, material management procedures, performance measurement programs, and non-medical asset reliability management programs. For the Systems and Technology dimension, there are CMMS applications that include inventory management functions and Decision Support and Expert Systems, implementation of Preventive Maintenance (PM) programs and Equipment Condition Monitoring (ECM) programs according to non-medical asset types. For the Materials and Physical Plant dimension, the program consists of recording non-medical asset conditions, improving the quality of warehouse equipment and supplies, non-medical asset housekeeping programs, and planning maintenance costs.
