The Role of Cimahi City Capital Invesment Department in Improving the Quality of Public Service Based-on E-Government in Cimahi City Year 2007 (A Study of The Building Making Permit Online Service). This research was done because of there are some problems which are often felt by society in application of IMB service, among circumlocutary service mechanism, tardy, expensive and also there is cost outside regular cost. So this research was focussed at how the role of Cimahi City Capital Invesment Department in improving the quality of public service based-on e-Government especially about IMB online service. Research method used is descriptive method with qualitative approach. And the data collecting technique used is book study, field observation and also interview. Informan in this research are government officers of Cimahi City Capital Invesment Department using snowball technique, besides society which are choosed boy accidentall technique. Result of this research shows that, quality of IMB online service applied by Cimahi City Capital Invesment Department, as a whole pursuant to dimension of quality of this public service is good enough. This matter means society assess that quality of IMB online service based-on 'voice' theory according to Ratminto that are factors influencing its form of public service quality which is organizational culture, public service system, and human resources majoring importance of society have been done good enough, but still require to be improved. Writer concerning the role of Cimahi City Capital Invesment Department in improving the quality of public service based-on e-Government especially IMB online service, are to form a regulation arranging especially about IMB online service Cimahi City, and a guidance of IMB online service execution in Cimahi City. Besides about accuracy of government officer of Cimahi City Capital Invesment Department in giving IMB online service to be more improved again carefullnes and correctness of online process in order to avoid mistake and to pursue service fluency. Concerning technical conditions of building which is complicating society, so that formed by special technical team of government officer on Urban Planning Depatrment and also private consultant in assisting society for the making of building, so that facilitating society in requesting IMB online service.
