Penelitian bertujuan untuk mendeskripsikan bagaimana peranan Food and Agriculture Organization (FAO) melalui Program Pertanian Konservasi dalam meningkatkan Ketahanan Pangan di Provinsi Nusa Tenggara Timur (NTT), peneliti juga bermaksud ingin mengetahui bagaimana proses pelaksanaan Pertanian Konservasi di Provinsi NTT, serta ingin mengetahui apa saja kendala yang dihadapi FAO dalam pelaksanaan Pertanian Konservasi (PK), dan bagaimana perkembangan serta rencana slanjutnya FAO pasca berakhirnya program ini. Metode penelitiaan yang digunakan peneliti dalam penelitian ini adalah metode deskriptif kualitatif. Sebagian besar data yang dikumpulkan melalui studi kepustakaan, penelusuran data online, official report dan wawancara. Penelitian dilakukan di kantor perwakilan FAO yang berada di Jakarta serta di Dinas Ketahanan Pangan Provinsi Nusa Tenggara Timur di Kupang, Indonesia. Hasil penelitian ini menunjukan bahwa proses pelaksanaan Pertanian Konservasi di NTT dilakukan dengan beberapa tahap melalui survei dan uji lahan kemudian diadakannya Sekolah Lapangan Pertanian Konservasi (SL-PK). Terkait dengan perkembangannya FAO berhasil meningkatkan jumlah pengadopsi Pertanian Konservasi di NTT serta adanya pengadaan bibit maupun alat bantu PK di NTT. Dalam pelaksanaannya juga, FAO menghadapi beberapa kendala dan tantangan seperti kebiasaan petani di NTT yang cenderung sulit untuk dirubah, perubahan iklim yang drastis, akses maupun sarana prasarana di NTT dan beberapa faktor lainnya. Pertanian Konservasi di NTT ini dapat dikatakan berhasil dimana banyak petani yang mulai mengadopsi sitem pertanian ini serta makin menigkatnya jumlah produksi tanaman varietas jagung dibandingkan dengan menggunakan pertanian konvensional serta meningkatkan persediaan pangan NTT tiap tahunnya guna mencapai ketahanan pangan.

This research aims to describe the role of Food and Agriculture Organization (FAO) through Conservation Agriculture Programme in increasing Food Security in East Nusa Tenggara Province (NTT), researcher also intends to know how the implementation process of Conservation Agriculture in NTT Province and to know what are the obstacles and challenges which FAO faces in the implementation of Conservation Agriculture (CA), and how the progress and the next plans of FAO continue after the end of this program. In this research, researcher use descriptive qualitative method research. Most of the data collected through literature studies, online data tracking, official reports and interviews. The research was conducted at the FAO Representative Office located in Jakarta as well as in the Food Security Agency of East Nusa Tenggara Province in Kupang, Indonesia. The results of this study indicate that the implementation of Conservation Agriculture in NTT is done by several stages through survey and land test and then the Field School of Conservation Agriculture (SL-PK). Associated with its development, FAO succeeded in increasing the number of adopters of Conservation Agriculture in NTT as well as the provision of seeds and tools of CA in NTT. In practice, FAO faces several obstacles and challenges such as farmers' customs in NTT which tend to be difficult to change, drastic climate change, access and infrastructure in NTT or some other factors. Conservation Farming in NTT can be said to be successful where many farmers are beginning to adopt this system of agriculture as well as increasing the number of maize varieties production compared to using conventional farming and increasing NTT's food supply year after year to help this province achieve their food security.
