Kasus HIV/AIDS yang terjadi di Indonesia semakin lama semakin meningkat pesat, sampai tahun 2006 kasus HIV/AIDS ada 13424 yaitu 8194 kasus AIDS dan 5230 kasus HIV. WHO sebagai salah satu Organisasi Internasional Pemerintah yang fokus terhadap masalah kesehatan, membantu pemerintah Indonesia dalam menangani kasus HIV/AIDS dengan menjalankan Global Programme on AIDS. Berdasarkan masalah tersebut, dirumuskan masalah sebagai berikut “Bagaimana peranan World Health Organization (WHO) melalui Global Programme on AIDS dalam menangani kasus HIV/AIDS yang terjadi di Indonesia?â€� Sebagai acuan terhadap masalah penelitian, dikemukakan teori-teori dalam premis mayor dan minor. Adapun premis mayor yang digunakan adalah Hubungan Internasional, Pluralisme, Kerjasama Internasional, Organisasi Internasional dan Peranan. Sedangkan premis minornya adalah WHO dan HIV/AIDS. Metode penelitian yang digunakan dalam penelitian ini adalah Metode Ex Post Facto Yaitu penelitian yang dilakukan untuk meneliti peristiwa yang telah terjadi yang kemudian merunut ke belakang untuk mengetahui faktor-faktor yang dapat menimbulkan kejadian tersebut. Hipotesis yang dihasilkan sebagai berikut “Dalam menangani HIV/AIDS di Indonesia WHO melalui Global Programme on AIDS dengan menjalankan program Informasi Publik dan Pendidikan, Perawatan Medis, Hak Asasi Manusia dan Dukungan serta Pendidikan dan Evaluasi, sehingga kasus HIV/AIDS di Indonesia lebih mudah dideteksiâ€�. Berdasarkan perolehan dan pengolahan data, dapat disimpulkan bahwa WHO Global Programme on AIDS memberikan peranan terhadap kasus HIV/AIDS di Indonesia.

As the reference towards the problem of the research, was raised by theories dalam the major's premiss and minor. As for the major's premiss that was used was International Relations, Pluralisme, International framework, International Organization and the Role. Whereas his minor premiss was WHO and the HIV/AIDS . The research method that was used in this research was the Ex Post Facto Method that is the research that was carried out to research the incident that happened that afterwards According to behind to know factors that could cause this incident. The hypothesis that was taken as follows “If the WHO Role went through WHO Global Programme on AIDS could go maximal through Publik Information and Education, The Medical Maintenance, Human rights and the Support, as well as the Research and the Evaluation then the case of the HIV/AIDS could in Indonesia decreaseâ€� Was based on the receipt and data processing, could be concluded that WHO Global Programme one the AIDS gave the role towards the case of the HIV/AIDS in Indonesia.
