Buku pedoman adalah sebuah buku yang berisi tentang informasi, prosedur dan formulir yang digunakan yang berfungsi sebagai tuntunan dalam mengerjakan suatu pekerjaan. Tujuan dari perancangan proyek ini adalah untuk mengetahui kondisi awal dan menghasilkan rancangan buku pembuatan pedoman penyusunan Standard Operating Procedure (SOP) di PT Tirta Gemah Ripah. PT Tirta Gemah Ripah merupakan salah satu Badan Usaha Milik Daerah (BUMD) Provinsi Jawa Barat yang bergerak dalam bidang Sistem Penyediaan Air Minum (SPAM) dan bidang Pembangkit Listrik Tenaga Minihidro (PLTM). Peraturan Pemerintah Republik Indonesia Nomor 54 Tahun 2017 tentang BUMD pada pasal 91 ayat 1–6 menjelaskan bahwa operasional BUMD harus dilaksanakan berdasarkan prosedur operasi standar yang disusun oleh Direksi dan disetujui oleh Dewan Pengurus/Komisaris, karena itu PT Tirta Gemah Ripah kini tengah menyusun SOP untuk setiap proses kerja yang ada di perusahaan. Proses pembuatan SOP di perusahaan sudah dilakukan sejak tahun 2015, hanya saja belum ada pedoman tertulis baku mengenai hal tersebut sehingga ditemukan permasalahan yang berakibat kepada terhambatnya pembuatan SOP diperusahaan. Oleh karena itu diperlukan perancangan buku pedoman pembuatan SOP agar pembuatan SOP di perusahaan bisa berjalan lebih efektif dan efisien. Perancangan dan pembuatan buku pedoman dibuat dengan format dan isi yang disesuaikan dengan kebutuhan perusahaan, yang terdiri dari 6 bab yaitu bab 1 pendahuluan, bab 2 tentang SOP, bab 3 gambaran umum perusahaan, bab 4 instruksi kerja penyusunan SOP, bab 5 prosedur pengesahan SOP, dan bab 6 penutup. Hasil dari perancangan proyek ini adalah buku pedoman pembuatan SOP yang dapat digunakan oleh perusahaan sebagai acuan dalam penyusunan dan pembuatan SOP perusahaan. Manual book is a book containing the information, procedures and forms used that serve as guidance in doing a job. The purpose of this project is to know the initial conditions and generate the draft of the guidelines for the preparation of Standard Operating Procedure (SOP) in PT Tirta Gemah Ripah. PT Tirta Gemah Ripah is one of the Regional Owned Enterprise (BUMD) in West Java Province which is focus on water resources management business such as Water Supply System (WSS) and Mini Hydro Power Plant (MHPP). The Government Regulation of the Republic of Indonesia Number 54 Year 2017 on BUMD in Article 91 paragraphs 1-6 explains that BUMD operations must be implemented based on standard operating procedures formulated by the Board of Directors and approved by the Board of Commissioners, therefore PT Tirta Gemah Ripah is currently preparing Standard Operating Procedure for every work process that exist in company. The process of making SOP in the company has been done since 2015, it's just that there is no standard written guidelines on the matter so that found the problems that resulted to inhibition of making SOP in the company. Therefore it is necessary to design the manual book for making SOP in order to make SOP in the company can run more effectively and efficiently. Previously, the procedure of making SOP was designed. After the procedures was designed, a manual book with format and content is adjust to the needs of PT Tirta Gemah Ripah, consisting of 6 chapters, namely Chapter 1 introduction, Chapter 2 about SOP, Chapter 3 company overview, Chapter 4 about work instructions of making SOP, Chapter 5 about approval document of SOP, and Chapter 6 Closing. The result of this project design is a manual of making SOP that can be used by the company as a reference in the preparation and manufacture of corporate SOP.
