Pada tahun 2000 Pembangkit Listrik Tenaga Mikrohidro (PLTM) talaga milik PT PLN (Persero) Unit Induk Distribusi Jawa Barat sudah tidak beroperasi. Hal tersebut dikarenakan debit air dari sungai Cilutung terus menurun, sehingga saat ini aset tersebut menjadi aset idle. Aset lahan idle tersebut memiliki luas lahan sebesar 7.170 m² dan beralamat di Jalan Curug/Blok Ciranca, Desa Talaga Kulon, Kecamatan Talaga, Kabupaten Majalengka, Provinsi Jawa Barat. Selain itu, terdapat Peraturan Direksi PT PLN (Persero) Nomor:0136.P/DIR/2019 yang menyatakan bahwa aset idle harus dioptimalkan penggunaannya untuk dapat menumbuhkan pendapatan di luar core business perusahaan. Berdasarkan hal tersebut, lahan Ex PLTM berpotensi untuk dilakukan pendayagunaan. Tujuan dari Proyek ini adalah untuk menghasilkan rancangan ecotourism pada lahan Ex PLTM Talaga dan untuk mengetahui estimasi biaya. Jenis dan Sumber data proyek yang digunakan yaitu pendekatan kualitatif dan kuantitatif. Teknik pengumpulan data yang digunakan dalam Proyek ini yaitu obeservasi ilmiah, wawancara dan studi dokumentasi. Berdasarkan analisis potensi penggunaan dan pemanfaatan pada studi kasus, hasil analisis penggunaan lahan ex PLTM Talaga menunjukan hasil tidak dapat digunakan kembali menjadi PLTM karena debit air dari sungai cilutung menurun, disamping itu berdasarkan analisis pemanfaaatan yang ditinjau dari analisis objek, pasar, dan teknis lahan ex PLTM talaga memiliki potensi untuk dikembangkan menjadi tempat ecotourism. Sehingga, dibutuhkan perancangan perencanaan ecotourism pada aset lahan ex PLTM Talaga milik PT PLN (Persero) Unit Induk Distribusi Jawa Barat, serta memperhitungkan estimasi biaya untuk perencanaan wisata ekologi tersebut. Hasil dari proyek ini diklasifikasikan menjadi dua yaitu perancangan strategi mengembangkan ecotourism dan rencana anggaran biaya. Strategi Mengembangkan ecotourism dibagi menjadi empat bagian yaitu 1) attractions for tourists yang didalamnya terdapat atraksi alam berupa wisata panorama dan outbound, danatrasi buatan berupa panggung pertunjukan; 2) accommodation and facilities of support services yang terdiri dari akomodasi berupa tempat kemah dan fasilitas pedukung berupa gapura identitas, area parkir, jalur pedestrian, pos keamanan, pusat informasi wisata, kios cindetamata, mushola, tempat jajanan kuliner, area gazebo, toilet, taman bermain, dan papan informasi dan papan petunjuk; 3) equipment necessary for the site yan terdiri dari tempat sampah, peralatan flyingfox, peralatan simulai miniatur PLTM, dan peralatan perkemahan; dan 4) education of tourist berupa tempat simulasi PLTM. Disamping itu, prakiraan biaya yang dibutuhkan untuk perencanaan ecotourism pada aset lahan ex PLTM Talaga milik PT PLN (Persero) Unit Induk Distribusi Jawa Barat sebesar Rp 2.649.120.903,2. In 2000 the Micro Hydro Power Plant (PLTM) owned by PT PLN (Persero) West Java Distribution Main Unit has not longer operating. That is because the water discharge from cilutung river continue decrease, so that the assets become idle. The land asset has a large area of 7,170 m² and its located on Jalan Curug / Ciranca Block, Talaga Kulon Village, Talaga District, Majalengka Regency, West Java Province. In addition, there is the Regulation of the Directors of PT PLN (Persero) Number: 0136.P / DIR / 2019 which states that idle assets must be optimized for their use in order to grow revenue outside the company's core business. Based on this, the ex PLTM land has the potential to be utilized. The purpose of this project is to produce an ecotourism development plan on the Talaga ex PLTM land and to find out the estimated costs. The types and sources of project data used are qualitative and quantitative approaches. Based on the analysis of the potential use and utilization on a case study, the results of the analysis of land use ex micro power Talaga shows the results can not be reused into micro power for the discharge of water from the river cilutung decreased, in addition based on the analysis of utilization of the terms of the analysis of the object, market, technical and land ex Talaga PLTM has the potential to be developed into a place of ecotourism. Therefore, it needs design on the planning of ecotourism development in ex-PLTM Talaga land assets owned by PT PLN (Persero) West Java Distribution Main Unit, as well as calculating the estimated costs for planning the development of natural tourism. The results of this project are classified into two, namely ecotouism development strategy design and budget plan. The development of ecotourism is divided into four parts, namely 1) attractions for tourists in which there are natural attractions in the form of panoramic and outbound tourism, and artificial attractions in the form of stage performances; 2) accommodation and facilities of support services consisting of accommodation in the form of campsites and supporting facilities in the form of identity gates, parking areas, pedestrian paths, security posts, tourist information centers, souvenir stalls, prayer houses, culinary hawker areas, gazebo areas, toilets, parks play, and information boards and signage; 3) equipment necessary for the site consisting of trash bins, flyingfox equipment, miniature PLTM simulation equipment, and camping equipment; and 4) education of tourist in the form of PLTM simulation sites. Besides that, the estimated cost needed for ecotourism development planning on the land assets of ex PLTM Talaga owned by PT PLN (Persero) West Java Distribution Main Unit is Rp 2.649.120.903,2.
