Badan Pemeriksa Keuangan Republik Indonesia (BPK RI) Perwakilan Provinsi Jawa Barat memiliki gedung kantor terdiri dari enam lantai dengan luas 8.916 m2 yang memerlukan pemeliharaan aset dalam mendukung pelayanan kepada karyawan dan masyarakat, namun pemeliharaan asetnya belum terencana secara prima sehingga menimbulkan masalah. Masalah yang terdapat pada gedung kantor yaitu pembagian tugas untuk pekerjaan pemeliharaan aset belum jelas, dan waktu penyelesaian kegiatan pemeliharaan aset belum ditulis dengan jelas. Pada bangunan gedung kantor terdapat keretakan dinding yang mengakibatkan air hujan merembes ke dalam gedung, tembok menjadi lembab, dan tembok berjamur. Selain itu, terdapat 140 aset rusak berat yang disimpan di ruang Air Handling Unit (AHU), ruang panel, dan beberapa ruang kerja. Hal tersebut menyebabkan ruangan kotor, berdebu, dan terdapat tumpukkan sampah di dalam gedung kantor yang menjadikan ruangan menjadi tidak bersih dan lembab. BPK RI Jawa Barat belum memiliki pengelolaan persediaan material dan suku cadang untuk kegiatan pemeliharaan aset sehingga terjadi kekurangan persediaan yang dapat mengakibatkan kegiatan pemeliharaan terganggu. Guna memecahkan masalah tersebut diperlukan landasan teori yaitu Maintenance Excellence. Penelitian ini dilandasi aturan yaitu Peraturan Menteri Pekerjaan Umum No.24 Tahun 2008. Tujuan penelitian ini adalah menghasilkan rencana maintenance excellence untuk Gedung Kantor BPK RI Perwakilan Jawa Barat. Jenis data berupa data primer dan data sekunder yang diperoleh dengan cara observasi, wawancara, dan studi dokumentasi. Hasil analisis menunjukkan setelah dilakukan perencanaan pemeliharaan berdasarkan maintenance excellence yaitu rincian pekerjaan pemeliharaan aset telah ditulis dengan jelas, jadwal pemeliharaan aset dirinci dengan jelas, persediaan material dan suku cadang sesuai kebutuhan, sehingga aset dapat digunakan sesuai fungsinya. West Java Representative of Indonesian Supreme Audit (BPK) office building is an independent organization to check the management and responsibility of the nation's finance. West Java Representative of Indonesian Supreme Audit (BPK) office building has six floors and is 8.916 m2 wide which needs asset maintenance to support services to employees and the public, but there has not been asset maintenance which then caused a problem. The existing problem found are the unclear job distribution in the building's asset maintenance as well as the unclearly written asset maintenance activity completion. In the office building, we can see cracks on the walls that causes rain to leak into the room, the walls is wet and moldy. Other than that, 140 assets placed in AHU room, panel room, and some office room are severely damaged. Those made the room dirty, dusty, and while trash is piling up inside the office building at the same time. BPK has not had any stock material management and spare part for the asset maintenance activity. Therefore, the insufficient stock disturbed the maintenance activity. In order to solve the problem, a theoretical foundation needed that is Maintenance Excellence. This research is based on the Ministry of Public of Works Regulation Number 24 Year 2008. This research aimed at producing the maintenance excellence plan for the West Java Representative of Indonesian Supreme Audit (BPK) office building. The type of data is in the form of primary data and secondary data which was gained from an observation, interview, and documentation study. After the maintenance excellence planning according to maintenance excellence was done the analysis result showed that the asset maintenance job details had been written clearly, the maintenance schedule was clearly specified, the material supply and spare-parts were according to the needs, and the asset can be used according to its function. A super-fine asset maintenance plan make the asset is able to be operated continuously in a specific amount of time according to the plan without experiencing the damage and it is expected that the maintenance would be better than before.
