PDAM Tirtawening dibagi kedalam tiga wilayah pelayanan yaitu Wilayah Utara, Wilayah Barat, dan Wilayah Timur. Zona Cibadak adalah salah satu zona yang dibentuk di Wilayah Utara. Zona Cibadak meliputi empat dari sebelas Rukun Warga (RW) Kelurahan Ciumbuleuit, Kecamatan Cidadap, Kota Bandung. Lima masalah ditemukan dalam pengelolaan aset unit distribusi air minum Zona Cibadak yaitu: 1) belum terdapat basis data inventaris terintegrasi; 2) belum dilakukan inspeksi teknologi aset; 3) water supply rate di bawah target; 4) belum dilakukan analisis biaya siklus hidup; serta 5) belum dilakukan analisis risiko dan kebutuhan peningkatan. Tujuan penelitian ini untuk merencanakan pengembangan aset unit distribusi air minum PDAM Tirtawening Zona Cibadak dengan mengacu kepada teori Water Supply Network Asset Management Program (Kong & Lee, 2017). Penelitian ini menggunakan metode kuantitatif dan pendekatan deskriptif. Data diperoleh dengan teknik observasi dan studi dokumentasi. Rencana pengembangan aset unit distribusi air minum PDAM Tirtawening Zona Cibadak meliputi pengembangan basis data inventaris terintegrasi yang terdiri dari lima tingkatan dimana inventarisasi dilakukan terhadap aset reservoir, perpipaan, dan perpompaan; inspeksi teknologi aset menggunakan metode harapan umur layanan dimana tidak terdapat aset yang umurnya melebihi harapan umur layanan aset; analisis tingkat layanan meliputi sepuluh indikator dimana satu dari sepuluh indikator memiliki kinerja yang buruk yaitu indikator water supply rate; analisis biaya siklus hidup berdasarkan investment expenditure function dan O&M expenditure function dimana realisasi biaya siklus hidup berada di atas estimasi biaya siklus hidup aset; serta analisis risiko dan kebutuhan peningkatan dilakukan dengan menginspeksi risiko aset dimana aset memiliki tingkat risiko medium sehingga dibutuhkan peningkatan aset yaitu a) meningkatkan water supply rate sebesar 32% atau setara dengan 461 pelanggan pada tahun 2018, b) meningkatkan efesiensi pembiayaan O&M expenditure function sebesar 94%, dan c) menutupi pipa terbuka dari sistem jaringan utama dengan menggunakan pagar besi. PDAM Tirtawening is divided into three service areas, namely the Northern Region, Western Region, and Eastern Region. Cibadak Zone is one of the zones formed in the Northern Territory. The Cibadak Zone covers four out of eleven urban village of Ciumbuleuit Sub-district, Cidadap District, Bandung. Five problems are found in the management of drinking water distribution unit assets in the Cibadak Zone, namely: 1) there is no integrated inventory database; 2) asset technology inspections have not been carried out; 3) water supply rate below target; 4) life cycle cost analysis has not been carried out; also 5) risk and improvement needs analysis have not been carried out. The purpose of this study is to plan the development of drinking water distribution unit assets of PDAM Tirtawening Cibadak Zone by referring to the theory of the Water Supply Network Asset Management Program (Kong & Lee, 2017). This study uses quantitative methods and descriptive approaches. Data obtained by observation and document study techniques. The plan to develop drinking water distribution unit assets of PDAM Tirtawening Cibadak Zone includes the development of an integrated inventory database consisting of five levels where the inventory is carried out on reservoir, piping and pumping assets; asset technology inspection uses a service age expectation method where there are no assets whose age exceeds the expected service life of the asset; level of service analysis includes ten indicators where one out of ten indicators has a poor performance, namely a water supply rate indicator; life cycle cost analysis based on investment expenditure function and O&M expenditure function where the realization of life cycle costs is above the estimated life cycle of assets; also risk and improvement needs analysis are carried out by inspecting asset risk where assets have medium risk levels so that assets are needed to improve, namely a) increasing water supply rate by 32% or equivalent to 461 customers in 2018, b) increasing O&M financing function efficiency by 94 %, and c) cover open pipes from the main network system using an iron fence.
