Instalasi Pengolahan Lumpur Tinja (IPLT) Cibeet berada di Kabupaten Bandung yang dikelola Dinas Perumahan Rakyat, Kawasan Permukiman dan Pertanahan (Disperkimtan). Pada IPLT Cibeet terdapat unit instalasi dan fasilitas pendukung yang tidak tersedia, tidak sesuai dengan standar sistem kolam, dan kondisi rusak yang berdampak pada IPLT Cibeet tidak berfungsi secara optimal. Tujuan dari proyek ini untuk menghasilkan rencana revitalisasi aset IPLT Cibeet berdasarkan konsep revitalisasi instalasi pengolahan limbah dan perhitungan biaya revitalisasi aset IPLT Cibeet. Grand theory yang digunakan yaitu konsep revitalisasi instalasi pengolahan limbah yang meliputi dimensi public awareness, institutional reforms, dan formulation of a master plan for new installation & restructuring (Bannaga, 2016); jenis kegiatan revitalisasi aset (Rubene & Lacauniece, 2013) & (Martokusumo, 2006); dan estimasi biaya (Prawoto, 2012). Metode yang digunakan metode deskriptif dengan pendekatan kualitatif dan kuantitatif. Hasil proyek berupa rencana revitalisasi aset IPLT Cibeet berdasarkan konsep revitalisasi instalasi pengolahan limbah meliputi dimensi public Awareness yaitu rencana pembuatan program kerja peningkatan kesadaran masyarakat terkait limbah domestik di Kecamatan Ibun dan Kecamatan Paseh; institutional reforms berupa rencana kapasitas pelayanan IPLT sebanyak 64.240 KK serta penggunan teknologi mesin belt filter press; dan formulation of a master plan for new installation & restructuring berupa rencana kegiatan revitalisasi pada lima jenis unit instalasi dan enam jenis fasilitas pendukung. Total estimasi biaya proyek Tahun 2020 sebesar Rp 2.230.037.865. Luaran yang dihasilkan yakni rencana revitalisasi aset IPLT cibeet berupa gambar dan video desain layout tiga dimensi (3D) dan dua dimensi (2D). Cibeet Faecal Sludge Treatment Plant (FSTP) is located in Bandung Regency managed by the Public Housing Office, Residential and Land Area (Disperkimtan). In Cibeet FSTP there are installation units and support facilities not available, do not comply with the standards of the pool system, and the damaged conditions that impact cibeet FSTP do not function optimally. The purpose of this project is to produce cibeet FSTP asset revitalization plan based on the concept of waste treatment plant revitalization and cost calculation of Cibeet FSTP asset revitalization. The grand theory used is the concept of revitalization of waste treatment plants that includes the dimensions of public awareness, institutional reforms, and formulation of a master plan for new installation & restructuring (Bannaga, 2016); types of asset revitalization activities (Rubene & Lacauniece, 2013) & (Martokusumo, 2006); and cost estimates (Prawoto, 2012). The method used is a descriptive method with a qualitative and quantitative approach. The results of the project in the form of an asset revitalization planning of cibeet FSTP based on the concept of revitalization of waste treatment plant include the dimensions of Public Awareness namely the plan of creating a work program to increase public awareness related to domestic waste in Ibun sub-district and Paseh sub-district; institutional reforms in the form of FSTP service capacity plan of 64,240 KK as well as the use of belt filter press machine technology; and formulation of a master plan for new installation & restructuring in the form of a revitalization activity plan on five types of installation units and six types of supporting facilities. The total estimated cost of the Project year 2020 is Rp 2,230,037,865. The resulting externality is a plan to revitalize cibeet IPLT assets in the form of images and videos of three-dimensional (3D) and two-dimensional (2D) layout designs.
