The background of this research is because one door integrated license process in Sumedang district as a breakthrough for Sumedang district government process. Therefore it implementation is imbalance with preparation from Sumedang district government so it will face many obstacles. Base on the description upward, the author interested to research how the preparation of PPTSP unit implementation in Sumedang district. The theory used in this research is theory regarding implementation of public policy from Leo Agustino which describe that a successful of a policy implementation influenced bay the following variables: Socio condition, economic and technology, public support, attitude and resource which belong to community group, also leadership agreement and ability of operational director. The method used in this research is descriptive where the researcher only observed and illustrated research result. Technique to determine sample thet used is purposive and the researcher has determined five persons from Sumedang district government and seven persons from community as informant. Technique to gather data has been conducted bay depth interview and literature study. Base on the research which has been done, socio condition, economy and technology in forming PPTSP unit is quite satisfy but it wasn’t maximum. This can be seen from very minimum of budged, so the Sumedang government couldn’t meet infrastructure requirement also it still there is PPTSP unit officer mentality to leave his/her post in the work haur. But the public support an attitude positive. It can be view from the government that there is an agreement to deliver half of its authority to PPTSP unit while from community view that there is very respect attitude to implementing PPTSP unit, where there is Sumedang community awareness that PPTSP unit has not able to serve all kind of license and non license. The socialization give has not effective so the community still don’t know there is PPTSP unit. Also there is no law regulation to support complaint proposal, so that this PPTSP unit daesn’t have structural to propose complaint mechanism.
