SEKAR memiliki beberapa permasalahan, diantaranya pengawasan pelaksanaan proyek tidak sesuai antara jadwal rencana dengan realisasi proyek, munculnya risiko-risiko yang berdampak negatif mengakibatkan terlambatnya penyelesaian proyek dan pembengkakan biaya proyek serta terlambatnya pelaporan kemajuan proyek. Maka diperlukan sistem informasi yang dapat menyelesaikan masalah tersebut. Tujuan yang ingin dicapai dari penelitian ini yaitu mempermudah pengawasan kegiatan pelaksanaan proyek, mengelola biaya untuk penanganan risiko, pengawasan biaya proyek serta mempercepat pelaporan kemajuan proyek. Metode yang digunakan dalam analisis manajemen proyek yaitu metode Precedence Diagraming Method (PDM) untuk penjadwalan proyek, Expected Monetary Value (EMV) untuk menghitung biaya penanganan risiko, serta Earned Value Management (EVM) untuk memudahkan dalam mengukur kinerja proyek. Adapun metodologi pengembangan perangkat lunak yang digunakan yaitu waterfall. Berdasarkan hasil pengujian dengan menggunakan metode blackbox, didapatkan kesimpulan fungsional sistem sudah dapat menghasilkan output yang diharapkan sehingga sistem informasi manajemen proyek yang dibangun sudah memenuhi tujuan yang ingin dicapai.
