Kantor Kelurahan Semper Barat Jakarta Utara merupakan kantor pemerintahan yang bertugas melayani masyarakat khususnya di bidang administrasi kependudukan. Dalam pelayanan administrasi pernikahan penduduk Kelurahan Semper Barat masih merasa kesulitan seperti penumpukan berkas persyaratan pemohon, pencarian berkas menjadi lama, serta pembangunan laporan menjadi sulit dan minimnya informasi pelayanan bagi pemohon. Agar memudahkan proses pelayanan penduduk khususnya dalam pelayanan administrasi pernikahan penduduk peneliti merancang suatu program aplikasi yang saling terintegrasi ke dalam database sehingga dapat menunjang proses data permohonan, pembuatan surat pengantar pernikahan dan laporan lebih cepat. Dalam hal ini sistem yang dibangun oleh peneliti yaitu Sistem Informasi Pelayanan Administrasi Pernikahan Penduduk Kelurahan Semper Barat Jakarta Utara. Dengan metode penelitian secara deskriptif untuk pengumpulan data, menganalisis, dan memaparkan hasil pengamatan di lapangan. Metode pendekatan yang digunakan yaitu pendekatan terstruktur dan menggunakan metode pengembangan waterfall dengan alat pemodelan yang digunakan yaitu Flowmap, Diagram Konteks, DFD, Relasi Tabel, ERD dan Normalisasi. Bahasa pemograman yang digunakan yaitu PHP dengan database PHPMyAdmin (XAMPP) dan untuk text editor menggunakan aplikasi Dreamweaver CS6. Dengan dibangunnya aplikasi sistem informasi berbasis web secara daring ini, diharapkan dapat mengatasi setiap permasalahan yang berkaitan dengan pelayanan administrasi pernikahan penduduk. Selain itu, petugas di kelurahan bisa langsung memasukan data pemohon sehingga waktu yang dibutuhkan relatif singkat dan efisien.
