TOEFL merupakan salah satu aspek penunjang pendidikan, penelitian atau yang berhubungan dengan kegiatan akademis di luar negeri ataupun di Indonesia. Hampir diseluruh dunia menggunakan TOEFL sebagai standart bahasa inggris internasional. Prodi sastra inggris di universitas komputer indonesia merupakan salah satu program studi yang memberikan pelayanan bagi mahasiswanya yang ingin mengikuti TOEFL. Namun pada saat ini pelayanannya masih kurang efektif dan efisien seperti proses pendaftaran masih harus datang langsung ke kampus dan mendaftrarkan diri ke sekretariat jurusan dengan membawa formulir data diri dan pas foto, proses validasi sertifikat pun masih dilakukan secara manual, Pelaksanaan tes nya juga masih menggunakan sistem PBT (Paper Based Test). Berdasarkan hal tersebut untuk meningkatkan efektifitas dan efisiensi maka perlu dirancang sistem informasi untuk pelayanan dan pelaksanaan tes TOEFL khususnya bagi mahasiswa program studi sistem informasi di universitas komputer indonesia semisal untuk pendaftaran TOEFL berbasis web yang sesuai dengan kebutuhan pengguna, lalu proses validasi sertifikat, serta pelaksanaan tes nya yang diharapkan bisa terkomputerisasi. Di dalam penelitian ini jenis metode pendekatan sistem yang digunakan adalah metode pendekatan sistem berorientasi objek (Object Oriented), dengan beberapa alat bantu dan teknik pengerjaan menggunakan UML yang terdiri dari use case, activity diagram, class diagram, sequence diagram dan deployment diagram. Untuk metode pengembangan sistem menggunakan metode Prototype. Bahasa pemograman yang digunakan dalam merancang dan mengimplementasikan sistem ini adalah bahasa pemograman CI dan database yang digunakan adalah MySQL. Hasil dari penelitian ini bahwa dengan dibangunnya sistem informasi pelayanan dan pelaksanaan tes TOEFL diharapkan dapat membantu proses pendaftaran, proses validasi sertifikat, pelaksanaan tes dengan menggunakan teknologi internet atau terkomputerisasi, dan untuk mengelola data pendaftar, hasil tes, serta mempermudah dan mempercepat dalam pembuatan laporan-laporannya.
