Pemilihan umum gubernur dan wakil gubernur jawa barat kota cimahi merupakan suatu proses pemungutan suara secara demokrasi. Proses pemilihan umum saat ini menggunakan kertas suara sebagai media pemberian suara (pencoblosan), serta perhitungan suara yang dilakukan dengan cara menghitung satu persatu surat suara yang telah dicoblos. Dengan demikian tidak sedikit waktu yang diperlukan dalam proses perhitungan nya serta tidak sedikit biaya yang diperlukan dalam proses pelaksanaannya. Untuk mempersingkat waktu perhitungan suara serta untuk mengurangi penggunaan kertas dalam proses pemilihan umum, maka diperlukan suatu proses pemilihan umum yang baru.Suatu proses pemilihan umum secara terkomputerisasi merupakan salah satu solusi yang akan membantu proses pemilu untuk mempersingkat waktu dalam proses pemilu. Pemberian suara yang dulu dikenal dengan proses pencoblosan akan dirubah dan diganti dalam proses terkomputerisasi. Dengan setiap satu kali melakukan pemilihan, suara akan tersimpan kedalam database yang nantinya dihitung secara terkomputerisasi untuk melihat hasil pemilu dan menentukan pemenang dalam pemilu.Proses pemilu yang dilakukan secara terkomputerisasi akan sangat membantu dalam proses perhitungan suara. Yaitu dengan setiap satu kali pemilih melakukan pemilihan dengan memberikan suaranya. Suara nya akan tersimpan kedalam database yang datanya akan ditampilkan dalam bentuk grafik statik serta tabel hasil perolehan sementara pemilihan umum guburnur dan wakil gubernur jawa barat kota cimahi.Sehingga petugas TPS tidak perlu lagi menghitung satu persatu surat suara yang telah dicoblos. Karena dengan terkomputerisasi nya proses pemilu, petugas TPS hanya dengan tinggal menyelenggarakan proses pemilu, tanpa harus direpotkan dengan surat suara, karena suara telah dihitung secara otomatis melalui proses terkomputerisasi.
