Sejalan dengan perkembangan Pemerintah Daerah yang mengacu pada Undang-Undang nomor 22 tahun 1999 tentang Pemerintah Daerah,maka pada tahun 2001 pemerintah Kota Bandung mengubah Lembaga Badan Pengendalian Dampak Lingkungan Daerah Kota Bandung (BAPEDALDA) menjadi Badan Pengelola Lingkungan Hidup (BPLH) kota Bandung.perubahan nama Lembaga ini diatur berdasarkan Peraturan Daerah Kota Bandung nornor 6 tahun2001 tanggal 7 maret 2001 tentang Pembentukan dan Susunan organisasi Lembaga Teknis Daerah Kota Bandung dan peraturan Daerah Kota Bandung nomor 2 tahun2001 tentang Kewenangan Daerah Kota Bandung sebagai Daerah Otonorner. Saat ini sistem kehadiran dan penggajian yang sedang berjalan di Dinas Badan Pengelola Lingkungan Hidup (BPLH) masih berjalan secara manual, yaitu dengan sistem ceklok untuk kehadiran, dan masih menggunakan buku besar untuk proses pengolahan data kehadiran maupun penggajian. Hal ini sangat menghambat pekerjaan, karena butuh proses yang cukup lama.Metode penelitian yang digunakan adalah metode pendekatan sistem objek, dengan menggunakan metode pengembangan prototype, dengan tahapan dimulai dari pengumpulan kebutuhan pengguna sistem, perancangan perangkat lunak, evaluasi prototype oleh pengguna sistem. Perangkat lunak pendukung yang digunakan yaitu Microft Windows 7, JDK 7, Netbeans 7.3, XAMPP-1.8.1 (Web Server), dan database MySQL.Sistem informasi kehadiran dan penggajian berbasis java desktop ini adalah hasil dari penelitian. Dengan sistem informasi ini, pimpinan perusahaan maupun pegawai akan lebih mudah dan cepat melakukan pekerjaannya. Selain itu, laporan-laporan kehadiran maupun penggajian akan tepat dan akurat.

In line with the development of regional goverment based on Act no. 22 /1999 about the regional goverment, therefore in 2001 the local goverment of Bandung has changed the Institution of environmental impact Control of Bandung (BAPEDALDA) into the institution of environtmental executive (BPLH) of bandung city. This alteration of the institutionÃâs name has arranged based on the Regulation of Bandung city no.6/2001 on the 7th of March 2001 about the formation and structure of the tecnical institutionof regional organization and the regulation of bandung city no. 2 /2001 about the authority of Bandung city as the autonomous region. Currently, the attendance and salary system that has been going on in the institution o environtmental executive (BPLH) are still running with the manual system, which is the ÃâceklokÃâ system for the attendance, and using ledger for the attendance data proccessing as well as for the remuneration. It is very impeding the job because it takes a long time to proccess. The aplicable method that has been used is the approximation method to the object system, with the using of the prototype development method, starting with the needs of user, software designing, prototype evaluation by the user. The supporting software that has been used are Microft Windows 7, JDK 7, Netbeans 7.3, XAMPP-1.8.1 (Web Server),and database MySQL. The attendance information and renumeration with computer based system is the result of a research. With this information system, the leader of the corporation and staffs will be more easy and do their job faster. Besides, either the attendance reports and renumeration can be more accurate and more exact
