DISKOMINFO (Dinas Komunikasi dan Informatika) Provinsi Jawa Barat merupakan instansi pemerintah yang memiliki kebijakan baik hubungannya kedalam maupun menyentuh kepentingan publik khususnya bidang teknologi informasi. Diskominfo dapat mengeluarkan regulasi mengenai teknologi informasi dalam kepentingan Provinsi Jawa Barat. Permasalahan yang saat ini ada di DISKOMINFO Provinsi Jawa Barat yaitu sulitnya Kepala Bidang dalam memonitoring kepadatan fiberoptik di suatu ruas jalan di kawasan provinsi Jawa Barat, sulit mengetahui jumlah fiber optik yang dimiliki oleh perusahaan di suatu ruas jalan di Provinsi Jawa Barat karena dalam suatu ruas jalan hanya boleh dipasang oleh tiga operator, sulit dalam mengidentifikasi perpotongan jalan kabel fiber optik yang sudah terpasang, Serta sulit untuk mengetahui di suatu ruas jalan tertentu terdapat berapa banyak fiber optik dan fiber optik tersebut milik operator apa. Pendekatan untuk menyelesaikan permasalahan yang telah diuraikan adalah dengan membangun sebuah sistem monitoring sebaran pemasangan kabel fiberoptik di DISKOMINFO Provinsi Jawa Barat yang berguna untuk mempermudah Kepala Bidang dalam mengetahui kepadatan fiberoptik di suatu ruas jalan di kawasan provinsi jawa barat, membantu dalam mengetahui jumlah fiber optik yang dimiliki oleh perusahaan, serta membatu dalam mengetahui jumlah fiber optik yang berada di suatu ruas jalan dan operator pemilik fiber optik. Berdasarkan hasil penelitian, sistem yang dibuat sudah mempermudah Kepala Bidang dalam memonitoring sebaran pemasangan kabel di DISKOMINFO Provinsi Jawa Barat, dan membantu dalam mengetahui kepadatan fiberoptik di suatu ruas jalan di kawasan provinsi Jawa Barat.
