Visi merupakan tujuan dari organisasi atau perusahaan yang harus tercapai dalam jangka waktu yang relatif lama, sedangkan misi merupakan hal yang harus dilakukan untuk mencapai visi tersebut. Proses perumusan visi misi sering dilakukan adalah dengan cara rapat yang dihadiri oleh pimpinan dengan para pegawainya. Seperti proses perumusan visi misi yang ada di DISKOMINFO Provinsi Jawa Barat, setiap pegawai memberikan ide untuk dijadikan visi misi yang harus mengacu pada visi dari Gubernur Provinsi Jawa Barat, hingga proses pemilihan ide yang paling tepat dilakukan dengan cara musyawarah. Permasalahan yang saat ini ada di DISKOMINFO Provinsi Jawa Barat yaitu Proses perumusan visi misi yang dilakukan secara musyawarah seringkali tidak efektif dalam proses memilih ide yang dianggap sesuai dengan visi dari Gubernur Provinsi Jawa Barat karena terkadang bersifat subjektif. Berdasarkan permasalahan yang telah diuraikan maka dibangun sistem pemilihan ide visi dan misi menggunakan information extraction berbasis web untuk membantu dalam perumusan visi misi. Adapun langkah-langkah yang dilakukan dalam sistem yang dibangun adalah melakukan tahapan preprocessing yang terdiri dari cleansing, case folding, tokenizing, stemming dan filtering yang bertujuan untuk mengetahui kata-kata penting yang ada pada setiap ide, setelah itu dilanjutkan dengan pembobotan TF IDF yang bertujuan untuk mengetahui kata atau ide mana yang memiliki nilai bobot paling besar yang dianggap sesuai dengan visi Gubernur Provinsi Jawa Barat. Berdasarkan hasil pengujian sistem dengan strategi black box dan kuesioner, maka diperoleh kesimpulan bahwa sistem yang dibangun dapat memudahkan pihak DISKOMINFO Provinsi Jawa Barat dalam memilih ide yang sesuai dengan visi Gubernur Provinsi Jawa Barat dalam proses perumusan visi dan misi.

Based on the results of testing the system with a black box strategies and questionnaires, it could be concluded that a system built to make it easier the DISKOMINFO West Java Province in choosing an idea that fits vision with the Governor of West Java province in the process of formulating vision and mission.
