Government of Garut district has obligated to conduct development, effective and efficient development can be done if there is cooperation between government and community, community can participated in development through implementing, planning and evaluation step Garut district development plans has been managed in Perda No.3 in the year 2006 about RPJMD. RPJMD need to socialized, as one of early step to empowering community in development. One of the efforts conducted by Garut district government is by using RPJMD socialization through website www.garut.go.id which is more effective because less cost and time, but how about villager community with limited facility. In Perda socialization process about RPJMD through website www.garut.go.id has influenced by socialization agent, material, mechanism and good socialization pattern, all those substance can be influence each others. To know problem that faced by socialization agent, socialization material in website www.garut.go.id, socialize mechanism through website www.garut.go.id and socialization pattern from socialization process through website www.garut.go.id is by using research. Base on study result, the main problem that faced by socialization agent is human resource, infrastructure and budget. For socialization material in website www.garut.go.id is only an illustration, because it’s appropriate with memory of website www.garut.go.id. The mechanism that used by socialization agents is different. The socialization pattern shows coordination between all socialization agents in socialization process. In this script, author has used descriptive method with qualitative approach and for the script material; author has used interview technique, observation and literature study. The use of descriptive method can make research focus so it will get desirable result. Proses sosialisasi Perda tentang RPJMD melalui website www.garut.go.id kurang berhasil karena masih terbatasnya jaringan internet, kurangnya Sumber Daya Manusia (SDM) dan masih terbatasnya anggaran, sehingga partisipasi masyarakat dalam pembangunan belum sepenuhnya optimal.
